On the morning of June 29, the National Assembly voted to pass the Resolution on questions and answers at the 7th session of the 15th National Assembly.
With 472 delegates voting in favor (accounting for 97.12%), the National Assembly officially passed this resolution.
Strictly handle violations of environment and minerals
Presenting a report explaining, accepting and revising the draft Resolution on questioning activities at the 7th Session of the 15th National Assembly, Head of the National Assembly Office Bui Van Cuong said that the National Assembly Standing Committee had received opinions from 420 National Assembly deputies, of which 386 deputies fully agreed with the draft Resolution, 34 deputies basically agreed and had comments on some specific contents.
Accordingly, in the field of natural resources and environment, there are opinions suggesting to stipulate specific deadlines for requirements to ensure the rate of clean water and hygienic water use for rural residents and to terminate mineral exploitation and processing projects using outdated technology; to have solutions to build centralized wastewater treatment systems in craft villages and to strengthen inspections, examinations, and strictly handle violations.
The Standing Committee of the National Assembly found the opinions of the National Assembly deputies to be valid, so it requested to accept and adjust the related contents in the draft resolution.
Regarding the proposal to clarify the concept of new marine economic sectors, the National Assembly Standing Committee believes that new marine economic sectors have been specifically regulated in Resolution No. 36-NQ/TW dated October 22, 2018 of the Central Executive Committee on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045, therefore, it is not specified in the draft Resolution.
Regarding the field of industry and trade, Chairman Bui Van Cuong said there were suggestions to add content on strengthening market management, fighting against counterfeit, fake and poor quality goods; focusing on ensuring food hygiene and safety.
Explaining the above content, Chairman Bui Van Cuong said that the contents as proposed by the delegates are not included in the group of questions at this session. Furthermore, the National Assembly Standing Committee issued Resolution No. 499/NQ-UBTVQH15 dated March 28, 2022 on the questioning activities at the 9th session, which includes this content requirement, so it is not included in the draft resolution.
Disseminate Vietnamese artworks abroad
In the fields of culture, sports and tourism, there are suggestions to add content on popularizing Vietnamese works of art abroad; developing community tourism in rural areas; solutions to overcome shortcomings and limitations, and improve the efficiency of using the state budget of the Tourism Development Support Fund.
“The National Assembly Standing Committee finds that the opinions of the National Assembly deputies are consistent with the content of the question and answer session, and would like to accept and supplement them in the draft resolution,” emphasized Chairman Bui Van Cuong.
Regarding the National Assembly delegate's proposal to add content on perfecting the mechanism and policies for effective management and operation of the physical education and sports infrastructure system. According to the National Assembly Standing Committee, the solutions for implementing Conclusion No. 70-KL/TW dated January 31, 2024 of the Politburo on physical education and sports development in the new period, promulgating the Strategy for the development of Vietnam's physical education and sports career to 2030, with a vision to 2045; Planning the network of cultural and sports facilities for the period 2021 - 2030, with a vision to 2045 in the draft Resolution have included the content mentioned by the delegate.
“Therefore, the National Assembly Standing Committee requests not to add it to the draft Resolution,” Chairman Bui Van Cuong informed.
In the field of auditing, there are opinions suggesting not to stipulate the handling of audit teams that make conclusions and recommendations that are not feasible or suitable to reality. The National Assembly Standing Committee finds the opinions of National Assembly deputies to be valid, and would like to accept them and not stipulate the above content in the draft Resolution.
Regarding the proposal to add some requirements and solutions to strengthen state management and improve the quality of independent audits, the National Assembly Standing Committee reported: At the 31st session of the National Assembly Standing Committee (March 2024), National Assembly deputies questioned the Minister of Finance and the National Assembly Standing Committee issued Resolution No. 1035/NQ-UBTVQH15 dated April 8, 2024. There were some requirements and solutions to strengthen state management and improve the quality of independent audits.
"Therefore, the National Assembly Standing Committee requests not to add a number of requirements and solutions to strengthen state management and improve the quality of independent audits in the draft resolution," Chairman Bui Van Cuong emphasized.
In addition, there are opinions of National Assembly deputies suggesting that the Government and the Prime Minister issue, according to their authority, a common handling mechanism for inspection conclusions and audit recommendations that are no longer feasible due to force majeure or report to the National Assembly Standing Committee and the National Assembly for consideration and decision in cases beyond their authority.
Regarding the above content, Chairman Bui Van Cuong said that the authority to issue a common handling mechanism for inspection conclusions and audit recommendations needs to be studied and proposed by relevant agencies in accordance with legal regulations and practical application, so it is not added in the draft resolution.
In addition, there are some specific comments on document techniques, the National Assembly Standing Committee has studied, absorbed and adjusted as in the draft resolution.
