On the morning of June 26, in Vinh city, the Interdisciplinary Delegation of Nghe An province, Socialist Republic of Vietnam and the Interdisciplinary Delegation of Hua Phan province, Lao People's Democratic Republic held a bilateral conference to discuss and agree on the list of valid documents when people, vehicles and goods pass through Thong Thu - Nam Tay secondary border gate.

The Nghe An province interdisciplinary delegation was led by comrade Le Hong Vinh, member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee. The Hua Phan province interdisciplinary delegation was led by comrade Phut Phan Keo Vong Xay, member of the Provincial Party Committee Standing Committee, Deputy Provincial Governor.

At the conference, the two sides agreed on a list of valid documents when people, vehicles and goods pass through the Thong Thu - Nam Tay sub-border gate.

Specifically, for vehicles, there are 8 types of documents, including specific lists for passenger transport vehicles under contract; vehicles transporting dangerous goods, goods with tonnage or size exceeding regulations must have a special circulation permit.

Drivers and passengers of vehicles entering or leaving the country must have a passport or border pass; a suitable driver's license, in addition to other documents as prescribed by law and international treaties on transport to which both countries are members.

For goods and items exported, imported, temporarily imported for re-export, temporarily exported for re-import, transferred, and transited through border gates, there must be full valid documents, comply with principles and procedures according to the provisions of the laws of the two countries on export, import and international treaties to which the two countries are members, and must be subject to inspection, control, and supervision by specialized state management agencies at the border gates.

Leaders of Nghe An province and Hua Phan province signed a document agreeing on the list of documents through the Thong Thu - Nam Tay secondary border gate.

Regarding implementation, the two sides agreed to assign the Department of Transport of Nghe An province and the Department of Transport and Public Works of Hua Phan province to advise the authorities of the two provinces to issue a "Decision allowing road motor vehicles of the two provinces to transport people and goods through the Thong Thu - Nam Tay secondary border gate" and notify each other about the announcement of the above decisions.
