Leadership exam in Ho Chi Minh City, seeing the effectiveness to expand the model

At the end of June 2024, the Office of the Ho Chi Minh City People's Committee is finalizing the plan to recruit deputy directors of 3 units: Department of Culture and Sports; Department of Labor, War Invalids and Social Affairs; Department of Science and Technology this year.

Implementing Resolution 73 of the Ho Chi Minh City People's Council on administrative reform and public service regime in the area for the period 2022-2025, since the end of 2022, the City government has recruited 13 leadership positions at the department level and equivalent in 6 departments, branches, districts and towns.

Therefore, Ho Chi Minh City will organize a summary of the exam period to serve as a basis for continued implementation this year. The city will organize examination councils at two levels.

This is the first time Ho Chi Minh City has held a recruitment exam for department leaders. Districts, counties, and departments that lack department-level managers also hold recruitment exams.

Mr. Vo Van Hoan, Vice Chairman of Ho Chi Minh City People's Committee, said that compared to the whole country, Ho Chi Minh City's leadership recruitment exam is slower, but "will persevere in implementing it".

This locality wishes to hold a competition for the position of department leader to create competition for all cadres, talented people, with vision and desire to contribute. Candidates will demonstrate their mettle when facing the examination board, prepare their mindset, plan, and develop the assigned field.

For departments and branches, the recruitment mindset is similar to find good staff who are willing to contribute.

The project to recruit leaders and managers at agencies and units in the city was issued by the Ho Chi Minh City People's Committee in September 2022.

Candidates must be officials and civil servants, including 3 groups: local personnel, from other places and nominated. The first two groups must be in the planning of the selected position or equivalent, while the nominee may not be in the planning but be nominated by the competent appointing authority.

The examination council for positions at the department and district levels has a maximum of 17 people, headed by the Chairman of the Ho Chi Minh City People's Committee; 2 vice chairmen including the Head of the Organization Committee of the City Party Committee, Vice Chairman of the People's Committee in charge of the unit with the position being examined; if necessary, 1-4 experts and managers will be invited.

For the recruitment exam for departmental positions, the examination council is appointed by the competent authority's leader from within the organization, with a maximum of 11 people, and can invite additional experts. The members of the examination council have no family relationship with the candidate and have not been disciplined.

In addition, officials and civil servants who are not included in the planning of the selected position but are nominated by the leader of the competent authority can take the exam.

In case of holding a leadership or management position, you can only take the exam for the position next to your current position, otherwise you must have at least 3 years of working experience in the industry or field and only take the exam for the position of deputy head of department or equivalent.

Should expand the contestants

At the end of 2022, Ho Chi Minh City organized recruitment exams for many leadership and management positions. Specifically, the Traffic Safety Committee recruited Deputy Chief of Office. The Department of Education and Training recruited Vice Principals of An Nhon Tay High School, Quang Trung High School, and An Nghia High School.

The Department of Health is recruiting for the position of Director of the Eye Hospital; the Department of Industry and Trade is recruiting Deputy Head of the Organization and Personnel Department; Deputy Head of the Energy Management Department; Deputy Director of the Center for Enterprise Support and Development; and Deputy Principal in charge of training at Nguyen Truong To Technical College.

The Institute for Development Studies is recruiting the Director of the Ho Chi Minh City Center for International Integration Support and the Director of the Ho Chi Minh City Center for Socio-Economic Simulation and Forecasting. The Hoc Mon District People's Committee needs the Deputy Head of the Urban Management Department and the Deputy Head of the Natural Resources and Environment Department.

From an expert perspective, Dr. Nguyen Thi Thien Tri, an expert on Administrative Law - State, assessed: "The project shows the city government's determination to innovate, contributing to transforming the human resource management model from a rigid career to an employment model, in line with world trends."

Sharing the same view, Dr. Cao Vu Minh, University of Economics and Law, Ho Chi Minh City National University, said that recruiting leaders and managers will both create opportunities for people outside the unit and increase competitiveness and capacity and quality of the job position.

"This is a new wind that needs to be replicated in Ho Chi Minh City. The project is very valuable in the context of promoting anti-corruption. Because a long-standing operating apparatus is very susceptible to negativity due to covering up for each other, but when a new person joins the system, it will create fair competition," Mr. Minh stated his opinion.

However, experts also assessed that Ho Chi Minh City's project still has limitations that make it difficult for the recruitment mechanism to create a breakthrough.

The regulation that most candidates must be in the planning area, or must meet the planning requirements to be nominated, shows that the recruitment criteria do not focus much on expertise and capacity, but mainly on planning and seniority.

"A narrow range of participants limits disruption, but the ability to compete is very low. The exam is just another form of nomination and appointment," said Ms. Tri.

This expert believes that the Ho Chi Minh City government needs to expand the group of people eligible for the exam to achieve the main goal of the project, which is to attract new talent and limit negativity. The expanded group can still be people in the public sector, but focus on more criteria on expertise and capacity; in addition, people in the private sector can be considered...

In Ho Chi Minh City, the recruitment process for leaders and managers takes place over 75 days, including the review period. If the application is considered qualified, the candidate must go through two rounds: a written test (180 minutes) and a project presentation (70 minutes).

After 2 rounds of examination, if candidates have the same score, the Examination Council will consult with the Party Committee and the leaders of the competent appointing agency to decide, giving priority according to 4 criteria, respectively: female (for units without female leaders); people holding higher positions; equivalent positions, priority will be given to those holding the position longer; if not holding a leadership position, priority will be given to those with longer seniority.

According to data from the Ministry of Home Affairs, since 2020, nationwide, 14 central agencies and 22 localities have organized exams to recruit leaders and managers at the department, agency and division levels.
