The regulations on high school graduation exams from 2025 issued by the Ministry of Education and Training (MOET) state that 20 certificates are exempted from exams in graduation recognition consideration.
Circular 24/2024/TT-BGDDT promulgating the Regulations on High School Graduation Exams from 2025 of the Ministry of Education and Training stipulates a number of cases exempted from the Foreign Language exam in the consideration of high school graduation recognition. Specifically:
Members of the national team participating in the International Foreign Language Olympiad according to the decision of the Minister of Education and Training are exempted from the foreign language exam in the consideration of high school graduation recognition.
People who have one of the foreign language certificates specified in this regulation or foreign language certificates recognized by the Ministry of Education and Training as equivalent to the 6-level Foreign Language Proficiency Framework for Vietnam (level 3 or higher and valid until the date of exam registration) are exempted from the Foreign Language exam in the consideration of high school graduation recognition.
Certificates exempted from the Foreign Language exam when considering high school graduation in 2025 include:
One of the notable new points in the high school graduation exam regulations from 2025 is that foreign language certificates will continue to be used for exam exemption in graduation recognition consideration but will not be converted into 10 points in graduation recognition consideration as before; the graduation score calculation formula does not include foreign language points in this case.
The Ministry of Education and Training said that this method continues to encourage foreign language learning but aims for greater fairness in graduation exams. For example, previously, students with an IELTS 4.0 certificate were also converted to a score of 10, just like students with an IELTS 8.5 score.
Those who are eligible for exemption from the Foreign Language exam but still want to take the Foreign Language exam in the graduation exam must use the Foreign Language exam results to calculate the high school graduation score.
