The Steering Committee for Disaster Prevention and Control of Ha Tinh province requires localities and units to organize 24/7 duty, closely monitor weather developments to proactively deploy timely response measures.
According to the provincial Hydrometeorological Station, due to the influence of cold air moving east to the south, from the evening of October 29 to the morning of October 30, in Ha Tinh area there was moderate to heavy rain, some places had very heavy rain, some localities in the province had landslides and localized flooding.
In the past 24 hours (from 3:00 p.m. October 29 to 3:30 p.m. October 15), the province experienced heavy to very heavy rain, causing flooding and traffic disruption in many areas.
It is forecasted that from October 30 to the morning of November 1, in Ha Tinh area, there will be moderate to heavy rain, some places will have very heavy rain and scattered thunderstorms; rainfall in the areas will be 80 - 170mm, some places will have over 200mm. During the day and night of October 30, coastal areas will have strong North to Northeast winds at level 4, level 5, sometimes gusting to level 6; offshore areas will have strong Northeast winds at level 5, sometimes gusting to level 6, sometimes gusting to level 7, level 8; rough seas; coastal waves will be 0.75 - 1.25m high, offshore 1.5 - 2.5m.
To proactively respond to natural disasters in the province, the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue (PCTT&TKCN) requested the Chairmen of the People's Committees of districts, cities and towns to closely monitor the developments of floods and storms, and immediately deploy response measures according to the "4 on-site" motto to ensure the safety of people's lives and limit damage caused by floods and storms. Direct the grassroots information system to fully disseminate information about floods and storms to localities, units and people; at the same time, disseminate and guide skills to respond to heavy rains, flash floods, landslides and inundation so that people can proactively prevent them.
Deploy forces to inspect and review riverside areas, streams, low-lying areas to proactively prepare plans (evacuate people) in areas at high risk of deep flooding, flash floods, landslides; organize forces to control and guide traffic, especially through culverts, deep flooded areas, fast-flowing water, high risk of landslides, resolutely not allowing people and vehicles to circulate if safety is not ensured; proactively implement measures to ensure safety for teachers, students, and educational facilities in flooded areas; implement measures to drain water, protect production, and prevent flooding in urban areas and economic zones.

The Provincial Border Guard Command, the Subcommittee on Fisheries Safety at Sea and coastal localities closely monitor information and weather developments at sea; promptly notify captains and owners of vehicles and vessels of strong winds and big waves at sea to proactively prevent and have appropriate production plans, as well as plans to ensure the safety of people and property; maintain communication to promptly handle bad situations that may occur; be ready to mobilize forces and means to deploy rescue work at sea when situations arise.
Units and localities assigned to manage dams, irrigation, hydroelectricity, and dike projects shall organize inspections, reviews, and implement plans to ensure the safety of dams and dikes, especially small and medium-sized reservoirs that have degraded and pose many risks, reservoirs that are full of water, and vulnerable dike routes.
Organize patrol and guard forces to promptly detect and handle incidents (if any) from the first hour; fully prepare materials, equipment, and human resources to handle when bad situations occur, especially at key locations. For reservoirs with gates, the management unit closely monitors the development of rain and floods to proactively operate and regulate, to ensure the safety of the works, downstream safety, and store enough water for production. For flood drainage and drainage sluices, assign people to regularly monitor upstream and downstream water levels to operate flood drainage in a timely manner.
The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police are ready to mobilize forces and means to promptly respond when requested.
