Continuing the 26th session of the 8th term Quang Tri Provincial People's Council, this afternoon, July 10, in the discussion session in 4 groups, many frank, enthusiastic and responsible opinions of delegates were recorded on the contents related to the socio-economic situation, national defense and security and the group of issues on investment, finance and budget; policies expected to be issued; and amendments to resolutions.

Suggesting key issues to be discussed, the group leaders asked delegates to focus on analyzing, clarifying the causes and proposing solutions for the growth targets of total product in the area, growth in the industrial and construction sector, industrial production index, total social investment capital, and resource mobilization to support localities to achieve new rural standards at district and commune levels in 2024.

Commenting on the implementation of socio-economic, national defense and security tasks in the first 6 months of the year, and tasks and solutions for the last 6 months of 2024, delegates said that the report had made accurate, complete and comprehensive assessments in all fields.
According to the assessment, although the economy has recovered, the province's internal economy still faces many difficulties. Many important indicators are lower than planned and compared to the same period in 2023, in which the industrial production index is estimated to increase by 2.86% compared to the plan (from 10% - 11%), the lowest ever...

The delegates suggested that the Provincial People's Council review some of the problems and shortcomings that hinder local socio-economic development. Among them, the implementation of some projects is still slow and the disbursement of public investment is uneven among units and localities.
It is recommended that the Provincial People's Committee promptly implement financial and market support policies to motivate businesses to develop and contribute to socio-economic development. Strengthen tax management, especially for individual businesses and e-commerce businesses, and have solutions to collect taxes from businesses operating in the area but not contributing much to the provincial budget.

To improve socio-economic development indicators and GRDP index, delegates said that it is necessary to pay attention to 3 issues: motivation, quality and long-term solutions to promote economic growth. Analyzing these issues in depth, delegates said that currently the province has many policies and support policies but they have not yet fully promoted their effectiveness to create growth momentum, resolutions to support business development have not been optimally exploited. Growth quality is not really sustainable. From there, it is proposed that the fields of agriculture, industry, services and tourism need to maximize their room to promote growth in the coming time.

Regarding the disbursement of public investment capital, the delegates suggested that the Provincial People's Committee should evaluate and learn from the experiences of some localities nationwide. At the same time, it is necessary to clarify the causes and responsibilities that caused some projects to lose capital. In particular, it is necessary to clarify the subjective and objective causes and the level of responsibility of individuals and groups.

Some opinions also suggested reviewing projects that have been granted investment policies, projects that collect land use fees, and land rental fees to promptly remove difficulties and obstacles for businesses.
At the same time, there are sanctions for projects and investors that have been granted investment policies for many years but have not implemented them. It is recommended that competent authorities be cautious when licensing mineral exploitation projects; closely inspect and supervise mineral exploitation projects in the two districts of Dakrong and Huong Hoa to protect environmental resources and ensure livelihoods for people.
Regarding the National Target Program on New Rural Development (NRD), some delegates suggested that the province should balance and supplement resources for districts registering to reach the advanced NRD district finish line; at the same time, clearly guide the criteria for building smart village models for communes building advanced NRD and model NRD.
Regarding the policy of supporting residential land and funding for granting land use right certificates (LURCs) for ethnic minorities and poor households in extremely difficult areas, many delegates said that it is necessary to consider and evaluate them in accordance with reality. Focus on implementing well the contents of planning, arrangement, placement, and population stabilization; supporting residential land, granting LURCs for residential land and production land to help people feel secure in settling down and developing production.
At the same time, departments, branches and localities enhance their responsibilities and strengthen coordination in implementing the goals of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas.
Regarding digital transformation and the level of information technology application at the commune level in the province, delegates said that currently, information technology infrastructure at the commune level has not received due attention, causing difficulties for local officials in handling administrative procedures; the rate of using online public services is still low. Therefore, it is necessary to issue a common resolution in the whole province to allocate resources equally for digital transformation projects in localities.
Delegates also discussed and agreed on plans for local policies such as: Regulations on support levels for teachers, children and independent, private preschools; content and expenditure levels for implementing the Project "Building a learning society in the period 2021 - 2030"; expenditure levels for the Bui Duc Tai Award; collection levels, collection mechanisms, and tuition management for public educational institutions from the 2024-2025 school year.
