TPO - Talking to Tien Phong reporters about the "fencing" of construction on Kim Dong street when traffic was not organized and regulated (Tien Phong reported on the morning of May 15), both the Inspector and the Traffic Police said that the investor and the construction unit had not followed the correct procedures and regulations.
Major Pham Duc Hoang, Traffic Police Team No. 4, Hanoi Traffic Police Department, said that at the time of reporting the above incident, the investor and the construction unit of the Ring Road 2.5 underpass project through Giai Phong - Kim Dong intersection had not yet implemented a traffic diversion and organization plan when erecting a fence to narrow the Kim Dong street.
According to Mr. Hoang, on the afternoon of May 15, Traffic Police Team No. 14 inspected and reviewed and learned that the investor, the Hanoi Traffic Construction Project Management Board, has completed the draft of the traffic organization plan and is submitting it to the state management agency, the Hanoi Department of Transport, for consideration and signing.

Regarding the project contractor's implementation of erecting fences and narrowing the Kim Dong street without implementing a traffic diversion and organization plan, the representative of the Traffic Police Team No. 14 said that it was not in accordance with the construction process and regulations and ensuring order and traffic safety on the road.
“After checking and reviewing, the construction unit, Cienco 4 Group Joint Stock Corporation (Cienco 4), has a construction permit to erect a fence on Kim Dong Street, but has not yet had and has not implemented a traffic organization plan. In fact, when the roadway is narrowed by about half, all types of vehicles still enter Kim Dong Street. This has caused traffic difficulties in recent days and Traffic Police Team No. 14 always has to increase the maximum number of personnel on Kim Dong Street and the intersection with Giai Phong. Only when the traffic pressure here is gone are the working groups allowed to end their shifts,” said a representative of the leader of Traffic Police Team No. 14.
The leader of Traffic Police Team No. 14 also said that we have requested the general contractor to immediately carry out construction on the road in accordance with regulations. We cannot neglect traffic safety and the procedures that must be followed because of the construction of an important project of the city.
The Ring Road 2.5 tunnel construction site has been cited for violations three times.
Assessing the construction process and implementation of legal regulations at the Ring Road 2.5 underpass project, Mr. Nguyen Doanh Oanh - Deputy Head of the Hoang Mai Traffic Inspection Team, Hanoi Department of Transport Inspectorate said that along with the fencing on Kim Dong Street before organizing and dividing traffic, there was a contractor working here who was inspected by the Hoang Mai Traffic Inspection Team and recorded violations at the scene up to 3 times.

Commenting on the solution of the Traffic Inspectorate when the construction site of the Ring Road 2.5 tunnel project fenced off Kim Dong street but the investor and contractor had not yet implemented the traffic diversion and organization plan, the leader of the Hoang Mai Traffic Inspectorate Team said that on May 16, the Traffic Inspectorate will set up an interdisciplinary working group to go to the scene for inspection. During the inspection, if the investor and contractor do not comply with the regulations in the construction work on the road, do not ensure traffic at the scene, the interdisciplinary working group will make a record to handle according to regulations.
