(Dan Tri) - After the Provincial Inspectorate issued conclusions on violations of the Quang Nam Province Traditional Medicine Hospital, the hospital's director filed a complaint.
On November 15, the leader of the Quang Nam Provincial Inspectorate said that the authorities had responded in writing to the complaint of Mr. Ngo Ngoc Toan, Director of the Quang Nam Provincial Traditional Medicine Hospital, regarding a number of contents that the hospital "did not accept".
On October 7, Mr. Nguyen Duc Tien, Chief Inspector of Quang Nam province, issued a conclusion on a surprise inspection of compliance with legal regulations on financial management at Quang Nam Provincial Hospital of Traditional Medicine.

After receiving the inspection conclusion, Mr. Ngo Ngoc Toan signed a complaint with 3 contents.
According to the complaint, Mr. Toan said that the inspector's conclusion that the Director of Quang Nam Province Traditional Medicine Hospital must be responsible for the problems in purchasing, managing, and using Milgamma N inj 2ml, causing waste, is incorrect.
The hospital's payment of 225 million VND to doctor TN according to the labor contract and 40 million VND to Mr. Toan (hospital director) because he is responsible for professional and technical matters is in accordance with the Government's decree.
Mr. Toan said that the inspection conclusion requesting the recovery of the above-mentioned spent amounts has no legal basis for the hospital to implement.
Third content, the Director of Quang Nam Province Traditional Medicine Hospital, said that Mr. LVT received 90 million VND in the labor contract with the hospital in 2019, which was in accordance with regulations. The hospital made a request but the inspection conclusion still did not resolve it.
Responding to the hospital's complaint, Chief Inspector of Quang Nam Province Nguyen Duc Tien affirmed that the shortcomings and limitations in the purchase, management and use of Milgamma N inj 2ml; the signing and implementation of the contract for medical examination and treatment of rehabilitation (outside of working hours) for doctor TN and the payment for the practice license for director Ngo Ngoc Toan were completely objective, consistent with the collected inspection records, and in accordance with legal regulations.
The Chief Inspector of Quang Nam Province said that on November 4, the Chairman of the Provincial People's Committee agreed and directed the implementation of the inspection conclusion. Therefore, the Chief Inspector of the Province requested the hospital and the Director of the Traditional Medicine Hospital to strictly comply with the inspection conclusion.
Regarding the third complaint, the Provincial Inspector said that the hospital's payment of non-salary income expenses according to the labor contract signed with Mr. LVT (a worker at the hospital) was inspected by the Provincial Inspector. The Provincial Inspector issued an inspection conclusion, recommending the recovery of 90 million VND for payment of non-salary income expenses according to the signed labor contract, which was agreed upon and directed by the Chairman of the Provincial People's Committee to be handled.
As reported by Dan Tri , the Quang Nam Province Traditional Medicine Hospital committed many violations, such as improper payment of salary policies, including the actions of Mr. Ngo Ngoc Toan, Director of the hospital, who practiced under his name for the hospital and signed an illegal labor contract; and gave personal advances at the end of the year at the unit with the amount of more than 300 million VND.
