The National Population Data Center (Ministry of Public Security) is coordinating with EPAY Service Joint Stock Company to deploy a digital payment ecosystem using biometrics, authentication via citizen identification card (CCCD) and cashless payment.
On May 18, at the event Digital Transformation Day of the Banking Industry 2023, a representative of the National Population Data Center introduced more about the digital payment ecosystem that the unit is coordinating to implement.
The center's representative said that the chip-based CCCD authentication solution jointly deployed by EPAY and the unit will allow connection to the national population database system, query and compare user information using facial recognition technology and the ability to accurately authenticate information.

Applying chip-based ID card authentication solutions in payment services and procedures in the fields of healthcare, banking, transportation, aviation, etc. brings a fast experience and high accuracy when information is authenticated on multiple systems.
In the aviation industry, Smart Check-in passenger identification solution helps passengers complete procedures faster. Previously, each passenger needed at least 15 minutes to complete procedures, now it only takes 6-8 seconds for each touch point.
In the medical field, this solution is applied to authenticate chip-embedded ID cards and integrate a cashless payment system, allowing people to complete all operations: register for medical examination, compare chip-embedded ID cards, compare social insurance information, deposit and pay hospital fees in 1 device, helping to complete all procedures within 15-30 seconds for each use.
Colonel Vu Van Tan, Deputy Director of the Department of Administrative Management of Social Order (Ministry of Public Security) said that in the past time, the Ministry of Public Security has completed the construction, administration and operation of the national population database with 104 million Vietnamese citizen data ensuring the consistent principle of "correct - sufficient - clean - alive"; issued over 80 million citizen identification cards with electronic chips and is continuing to strive to complete the issuance of citizen identification cards to all eligible citizens according to the provisions of law (235 communes; 2 localities, Ha Nam and Ha Tinh, have completed 100% of citizen identification card issuance and 19 provinces have registered to complete before May 30, 2023).
Colonel Tan also said that the solutions, products and services of the Ministry of Public Security have been completed and banks can study and use them.
With a population data platform that ensures correct - sufficient - clean - living and enrichment data, the Ministry of Public Security has a "digital map" that allows statistics, analysis, and forecasting of data indicators such as: density, age, ethnicity, religion, education level, marital relationship, family composition... This is important data that the banking industry needs to plan business policies, financial investment strategies, credit, market expansion, product marketing without spending money on market surveys and assessments.
