Actively remove difficulties and obstacles
Identifying 2024 as a breakthrough year to implement the Resolution of the 28th City Party Congress, the resolutions of the Party Congresses at all levels for the 2020-2025 term, from the beginning of the year, the City People's Committee has focused on directing drastically, with focus and key points, identifying specific important tasks that need to be focused on; assigning targets to departments, offices, units, communes and wards. Periodically every week, every month and every quarter, the city leaders requested units to report on the implementation progress. During the implementation process, we have proactively forecasted and actively directed the removal of difficulties and obstacles; obstacles that slow down the project's progress have been analyzed, specifically assessed and effective solutions have been proposed. At the same time, the city has promoted digital transformation, reformed administrative procedures; actively removed difficulties, creating the most favorable conditions for investors and businesses. Resolutely carry out site clearance (GPMB) for key projects, pay attention to GPMB for investment projects using non-budgetary capital. Speed up the progress of construction investment and disbursement of investment capital for works and projects of economic - social infrastructure, urban infrastructure; prioritize the allocation of resources to implement important projects serving economic development and urban development. Thereby contributing to the city's socio-economic development, many targets achieved and exceeded the set plan. In the first 6 months of 2024, the total production value of the city is estimated at nearly 22,000 billion VND, up 5.7% over the same period; the budget revenue in the area is estimated at nearly 1,300 billion VND, reaching 52.9% of the estimate, up 15.9% over the same period in 2023.
Industry Highlights
In the first 6 months of the year, the city's industrial production maintained a strong recovery momentum, continuing to play an important role in economic growth. Most enterprises and production and business establishments in the city have overcome difficulties and boosted production to ensure the progress of signed orders; many enterprises have proactively invested and applied new technologies in production to reduce costs, increase labor productivity, and meet the increasing demands of the market. As a result, the industrial production value is estimated at 16,158 billion VND, up 5.4% over the same period. The state economic sector increased by 5.14%, the non-state economic sector increased by 5.45%, the foreign-invested economic sector increased by 4.79%, and individual households increased by 7.56%.
The above results are due to the significant contribution of the business community, including the role of the City Business Association. The Association has truly become a common home for entrepreneurs and businesses, a reliable bridge between members and Party committees and authorities at all levels. According to Mr. Vu Manh Hoan, Chairman of the City Business Association, the continued economic recovery has helped businesses expand cooperation, apply digital technology to grasp market trends and take advantage of new opportunities.
Mr. Tran Dinh Thanh, Director of Thai Binh Petroleum Services Joint Stock Company, said: With the initiative in restructuring the product system and implementing solutions to reduce costs, the Company's revenue in the past 2 years continued to recover, growing by over 20%; employees' income increased by 10% compared to the same period in 2023, reaching 7 - 9 million VND/person/month. 100% of employees are covered by social insurance, health insurance, and unemployment insurance.
Many traffic projects in the city are being implemented.

The city will continue to implement programs, plans, tasks, and solutions for economic recovery and development; promote investment attraction; focus on reforming administrative procedures, promoting digital transformation, creating the most favorable conditions for businesses to operate stably, develop production and business; Improve the efficiency of management and use of public investment capital; effectively implement budget collection and expenditure; pay attention to removing difficulties and obstacles in site clearance work; speed up the progress of key projects, especially urban development and transport projects...
