Speaking on the sidelines of the Ho Chi Minh City Friendship Dialogue on September 24, Lao Deputy Minister of Home Affairs Nisith Keopanya said the two countries should share experiences in research and development, science and technology, as well as measures to promote industrialization.
"Ho Chi Minh City is developing very quickly and Laos needs to learn more experience from Vietnam, especially from Ho Chi Minh City. In terms of population size, Ho Chi Minh City has more than 10 million people, while the whole of Laos has only 7.6 million, meaning that the population of a city in Vietnam is larger than the whole of Laos. That is why we need to cooperate, learn and share experiences in the industrial sector," Mr. Nisith Keopanya emphasized.
According to the Lao Deputy Minister of Home Affairs, the Lao delegation recently visited Ho Chi Minh City and found that the locality has developed and widely applied high technology in agriculture. For example, using drones to spray fertilizer in remote areas where people have difficulty accessing. This is a type of high technology that needs to be used regularly when we are in the era of the 4.0 industrial revolution. In addition, Laos also has a lot of potential in clean energy or the hydrogen energy industry, which is emerging and developing in Vietnam.

Meanwhile, Mr. Keum, Byounguk, Deputy Head of the Global Green Project, Ministry of Environment of Korea expressed his hope that the Ministry of Environment of Korea and the Ho Chi Minh City government will jointly carry out many exchange activities in the coming time.
The Seoul government is currently working with other countries to promote various green industry projects, from water supply and drainage infrastructure to renewable energy and green hydrogen production. Recently, a Korean company built a Digital Twin Platform - an integrated water management monitoring system, including rainfall monitoring, radar, forecasting and warning systems, and flood simulation, in Saudi Arabia's second largest city, Jeddah. This can be considered a typical example of combining advanced ICT technology and Korean water technology.
"In my opinion, Ho Chi Minh City can also carry out similar diverse green industrial projects through cooperation with the Korean government and businesses," Mr. Keum, Byounguk emphasized.
According to the Deputy Head of the Global Green Project, Ho Chi Minh City is currently a global urban center, a pioneer in the field of green transformation before other countries and local governments. Ho Chi Minh City is leading in sustainable green economic development, both protecting the environment and developing the economy. For this reason, the Korean Ministry of Environment is interested and wishes to implement many cooperative activities with Ho Chi Minh City, including policy exchanges and human resource exchanges.

This is an important premise for the city to enter the fourth industrial revolution.
Referring to solutions to help San Francisco effectively implement sustainable development and digital and green transformation, Mr. Mark Chandler said: " San Francisco is also considered the greenest city in the United States. Since 1990, the city has reduced emissions by 60% compared to 1919, but GDP has doubled in the same period. San Francisco implements an electrification policy and is using renewable energy in all areas. This makes San Francisco a very sustainable and green city, and the most advanced digital city in the world ."
San Francisco and Ho Chi Minh City have had a close relationship for nearly 30 years. The two sides have conducted exchanges in areas such as education, sports and politics. Mr. Mark Chandler believes that the two sides will enter a new era of exchange, which is learning about digitalization and digital transformation together. If the two cities can bring great benefits if they can share effective experiences, policies, infrastructure and technology.
