This afternoon (December 13), the 24th session of the 18th term Thanh Hoa Provincial People's Council held a question and answer session on issues of concern to voters and delegates such as: The progress of implementing a number of large-scale, key projects of the province is still slow; issues of digital transformation, application of information technology in state management, digital economic development in a number of sectors and fields; the handling of false information and fake news on the media is not thorough.
In particular, many delegates were concerned about environmental pollution caused by production and livestock farming that still occurs in some localities; the overload situation at many landfills; the slow progress of implementing projects to treat domestic solid waste...
Delegates said that currently, there are 3 large waste treatment plants in Thanh Hoa province (waste treatment plant in Sam Son city, Dong Nam waste treatment plant, Nong Cong district and the plant in Dong Son ward, Bim Son town) behind schedule, leading to overloaded landfills and serious environmental pollution.
Notably, the project of a waste-to-energy plant in Dong Son Ward (Bim Son Town) was granted an investment certificate in 2004 to renovate and upgrade the Nui Voi landfill. After 20 years, the project has been extended many times and transferred to many different investors but has not yet been completed.
Mr. Le Sy Nghiem - Director of the Department of Natural Resources and Environment admitted that the project's delay led to serious environmental pollution.
According to Mr. Nghiem, the waste incineration power plant project in Dong Son ward has a capacity to treat 1,000 tons of solid waste per day and night and a power generation capacity of 18kw.
According to regulations, for projects with a waste treatment capacity of 500 tons/day or more, procedures must be approved by the Ministry of Construction; while power generation is related to the Ministry of Industry and Trade... Therefore, in terms of documents and procedures, investors spend a lot of time.
“Currently, the project still has some problems related to the site. The investor has implemented about 15% of the project volume and committed to completing the project by December 31, 2025,” said Mr. Nghiem.
Regarding the above issue, delegate Nguyen Ngoc Tuy (delegation group of Nhu Xuan district) expressed doubts when the report of the Director of the Department of Natural Resources and Environment said that the project of the domestic waste incineration plant to generate electricity in Dong Son ward will start construction at the end of this year and be completed and put into operation by the end of 2025.
“The project has been going on for 20 years and still hasn’t been launched. Now they say it will take 1 year to start construction and put into operation, whether it’s phase 1 or phase 2, I’m very skeptical. If the cause and solution can’t be found and drastic action taken, I don’t know when Thanh Hoa will have a real waste treatment plant,” said Mr. Tuy.
