On the morning of February 19, the Provincial People's Council's Legal Committee met to review the draft resolution (NQ) documents submitted to the 25th session (special session) in 2025, the 17th Provincial People's Council, term 2021 - 2026. Comrade Nong Van Tuan, Head of the Provincial People's Council's Legal Committee chaired.
Attending the event were Vice Chairman of the Provincial People's Committee Nguyen Bich Ngoc; Vice Chairman of the Provincial People's Council Ha Nhat Le; leaders of a number of relevant departments, branches and units.
The meeting reviewed the draft resolutions: Establishing specialized agencies under the Provincial People's Committee; assigning civil servant positions in agencies of the People's Council and People's Committee at the provincial and district levels in 2025 (replacing Resolution No. 112/NQ-HDND dated December 11, 2024); approving the total number of employees in public service units and associations assigned by the Party and State to Cao Bang province in 2025 (replacing Resolution No. 113/NQ-HDND dated December 11, 2024).
Accordingly, the draft Resolution on the establishment of specialized agencies under the Provincial People's Committee includes: Establishing the Department of Finance on the basis of merging the Department of Planning and Investment and the Department of Finance. Establishing the Department of Construction on the basis of merging the Department of Transport and the Department of Construction (transferring the task of testing and granting road motor vehicle driving licenses from the Department of Transport to the Provincial Police). Establishing the Department of Agriculture and Environment on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development (receiving the functions and tasks of state management on poverty reduction from the Department of Labor - Invalids and Social Affairs).
Establish the Department of Science and Technology on the basis of merging the Department of Science and Technology and the Department of Information and Communications (transferring the functions and tasks of state management of press and publishing from the Department of Information and Communications to the Department of Culture, Sports and Tourism; transferring the functions and tasks of state management of network information safety and security from the Department of Information and Communications to the Provincial Police). Establish the Department of Home Affairs on the basis of merging the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs (transferring the functions of state management of vocational education from the Department of Labor - Invalids and Social Affairs to the Department of Education and Training; transferring the functions of state management of social protection, children; prevention and control of social evils to the Department of Health; transferring the functions and tasks of state management of poverty reduction to the Department of Agriculture and Environment; transferring the tasks of state management of drug addiction treatment and post-drug addiction treatment management to the Provincial Police; transferring the functions of state management of beliefs and religions from the Department of Home Affairs to the Ethnic Committee). Establish the Department of Ethnic Minorities and Religions on the basis of the Provincial Ethnic Minorities Committee and receive additional functions, tasks, and organization of the state management apparatus on beliefs and religions transferred from the Department of Home Affairs.
Regarding the draft Resolution on assigning civil servant positions in agencies of the People's Council and People's Committee at the provincial and district levels in 2025 (replacing Resolution No. 112/NQ-HDND dated December 11, 2024), in which 2,013 positions are assigned (the number remains unchanged compared to Resolution No. 112/NQ-HDND dated December 11, 2024 of the Provincial People's Council); however, the number assigned to units is adjusted in the direction: Departments, branches and sectors 1,122 positions (maintaining the assigned positions according to Resolution No. 112/NQ-HDND dated December 11, 2024 of the Provincial People's Council).
Regarding the draft Resolution approving the total number of employees in public service units and associations assigned by the Party and State to Cao Bang province in 2025 (replacing Resolution No. 113/NQ-HDND dated December 11, 2024), 16,335 positions were assigned, of which 15,453 positions were paid from the State budget; 882 positions were paid from career revenue (keeping the same position according to Resolution No. 113/NQ-HDND dated December 11, 2024 of the Provincial People's Council), however, the number assigned to departments, branches and sectors was adjusted to 5,391 positions; People's Committees of districts and cities were assigned to 10,939 positions; 5 positions were recovered after merging administrative units with salaries from career revenue. The Associations assigned by the Party and State have 76 positions (maintaining the same position according to Resolution No. 113/NQ-HDND dated December 11, 2024 of the Provincial People's Council).
Delegates requested clarification on the fact that the Cao Bang Newspaper and Cao Bang Radio and Television Station have not yet been submitted for merger due to temporary waiting for instructions from superiors; the adjustment of the budget estimate according to the plan to rearrange the organizational apparatus proposed to be included in the general resolution of the session; clarification of the number of assigned payrolls, the number of payrolls present, the number of payrolls of the District and City People's Committees; replacement or supplementation of the resolution on assigning civil servant payrolls; addition of content on increasing or decreasing payrolls of the Department of Ethnic Minorities and Religions, etc.
Head of the Legal Committee of the Provincial People's Council Nong Van Tuan received the opinions of the delegates, agreed on the contents of the review of the draft resolution, the draft resolutions, and the dossiers for the establishment of departments to ensure compliance with the procedures and regulations of the Law. The opinions of the delegates were discussed and clarified by the specialized departments and branches, and at the same time, requested the drafting units to continue editing and completing the draft dossiers and resolutions in accordance with the regulations to submit to the 27th Session (special topic) of the Provincial People's Council, term XVII, term 2021 - 2026.
