At the meeting, on behalf of the leaders of the Ethnic Committee, Deputy Minister, Vice Chairman of the Ethnic Committee Y Vinh Tor presented the content of the draft Feasibility Study Report on adjusting the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the period 2021 - 2030, Phase I: from 2021 to 2025 (referred to as National Target Program 1719).

The Deputy Minister and Vice Chairman said: implementing Resolution No. 100/2023/QH15 of the National Assembly, based on the direction of the Prime Minister, the Ethnic Committee has coordinated with relevant departments, ministries, branches and localities to develop a Feasibility Study Report to adjust the National Target Program 1719.

Adjusting the Investment Decision of the National Target Program 1719 to be consistent with the adjustment of the investment policy submitted by the Government to the National Assembly. The legal basis is Resolution No. 142/2024/QH15 dated June 29, 2024 of the National Assembly, 7th Session, 15th National Assembly, which states: "Agreeing to adjust a number of contents related to the investment policy of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030". The adjustment of the Investment Decision is to clarify, amend and supplement the content to remove difficulties and obstacles of the Program in projects, sub-projects and component contents.

According to the Deputy Minister and Deputy Head: In the actual implementation of the Program, some difficulties and problems have arisen, requiring adjustments to the subjects, scope, content, and specific targets of projects, sub-projects, and component contents of the National Target Program 1719. The Prime Minister and the Permanent Deputy Prime Minister of the Government - Head of the Central Steering Committee for National Target Programs have directed ministries and central agencies to urgently consult on amending and supplementing regulations according to the viewpoint that difficulties should be resolved wherever they arise, and difficulties and problems under the authority of whichever level must be resolved.

According to the appraisal report of the Feasibility Study Report to adjust the National Target Program 1719, the Program Profile basically has all the document items as prescribed in Clause 1, Article 23 of Decree No. 40/2020/ND-CP. The Ethnic Committee is requested to complete the Feasibility Study Report to adjust the National Target Program 1719 and officially submit it to the Prime Minister.

The Council basically agreed on the need to adjust the Program. It is recommended that the Ethnic Committee further analyze the urgency of making adjustments at the present time for many contents of projects, sub-projects, and components, while in 2025, the Program Phase I was summarized and submitted to the National Assembly for consideration and decision on the implementation of the Program Phase II (2026-2030) according to the provisions of Clause 5, Article 2 of Resolution No. 120/2020/QH14 of the National Assembly on approving the investment policy of the Program (Resolution No. 120/2020/QH14).

At the meeting, the Council members and delegates agreed with the content of the Feasibility Study Report to adjust the National Target Program 1719; at the same time, they gave specific opinions on the adjusted contents regarding the scope, objects and specific adjusted contents of each project and component sub-project.

Concluding the meeting, Deputy Minister of Planning and Investment Tran Quoc Phuong, Vice Chairman of the Appraisal Council, highly appreciated the efforts of the Ethnic Committee - the Standing Agency in researching, consulting, synthesizing opinions of ministries, branches, and localities, promptly completing the Feasibility Study Report to adjust the National Target Program 1719. Deputy Minister Tran Quoc Phuong requested the Ethnic Committee to continue to absorb the content of the appraisal results report and comments at the meeting to complete the Feasibility Study Report to adjust the Program.

Deputy Minister Tran Quoc Phuong agreed with the approach of the Ethnic Committee on the basis of revising the content requested by the National Assembly, while listening to and absorbing opinions during the implementation process to adjust it closer to reality. The Deputy Minister noted that the adjustment must ensure fairness in benefits, the adjusted content must be appropriate, in line with the direction, in accordance with the law, and not take too much time to guide implementation.
