The Ministry of Transport has just issued Circular 47/2024 regulating the procedures for inspection and exemption from first-time inspection for motor vehicles and specialized motorbikes; procedures for inspection of exhaust emissions of motorbikes and mopeds.

According to current regulations, inspection facilities issue inspection certificates and yellow inspection stamps for commercial transport vehicles and blue stamps for non-commercial transport vehicles.

However, the Law on Road Traffic Safety, effective from January 1, 2025, stipulates that transport business vehicles are distinguished by the color of their license plates. Specifically, yellow-based license plates are issued to transport business vehicles. Therefore, transport business vehicles do not need a separate inspection stamp color as they do now.

In Circular 47, the Ministry of Transport clearly stipulates the inspection process and inspection stamp samples. Specifically, from January 1, 2025, after being inspected, cars that pass 5 inspection stages including: Identification and general; upper part of the vehicle; brake efficiency; environment and finally inspection of the lower part of the vehicle will be granted a certificate and inspection stamp.

Circular 47 clearly stipulates that there are 3 types of inspection papers and stamps.

In which, the inspection certificate and green inspection stamp are used for motor vehicles using clean energy, green energy, and are environmentally friendly.

The inspection sticker is affixed to the vehicle as follows: For vehicles with a control compartment and equipped with a front windshield, the sticker is affixed to the upper right corner or on the inside of the front windshield. The front of the sticker faces outwards.

For trailers, semi-trailers and specialized motorbikes, it is necessary to equip a protective layer for the inspection sticker during use. The front must be protected with transparent material to observe the content, and affixed to the vehicle in easily observable locations.

The inspection sticker is affixed by the inspection facility's staff in case the vehicle is inspected at the inspection facility. The vehicle owner affixes it himself when the vehicle is exempt from inspection for the first time or is inspected outside the inspection facility or is reissued.
