On the afternoon of August 24, the Provincial Party Committee's Propaganda Department coordinated with the Provincial Social Insurance to organize a conference of reporters for August 2023. Representatives of leaders of districts, towns, city Party Committees, affiliated Party Committees and provincial-level reporters attended.

At the conference, delegates heard the results of the implementation of the Provincial People's Council's resolution on the target of covering people participating in health insurance and the labor force participating in social insurance in the first 7 months of the year. Accordingly, with drastic implementation measures, closely following the grassroots level, in the first 7 months of the year, the Social Insurance has promoted and mobilized people whose health insurance cards have expired to continue participating when the support policy ends, and at the same time mobilized over 1,300 new people to participate in health insurance. The total number of people participating in health insurance as of July 31, 2023 is 1,123,000, an increase of 1,266 people compared to the end of 2022, reaching 92.8% of the population, still 0.2% short of the assigned rate.

Regarding the results of implementing the target of labor participation in social insurance, as of July 2023, the whole province had 152,744 people participating in social insurance, an increase of 2,903 people compared to 2022 and reaching 22.1% of the labor force of social insurance age.

From now until the end of the year, the Social Insurance sector will closely follow the tasks, focus on expanding and developing the subjects participating in social insurance and health insurance, striving to achieve over 93% of the population participating in health insurance; advise the Party committees and authorities at all levels on effective implementation solutions, promptly remove obstacles from the grassroots level; focus on specialized inspection of social insurance, unemployment insurance, and health insurance payments for labor-using units according to plans and suddenly upon recommendations; innovate propaganda work in both content and form in a professional direction, promote propaganda via social networks...

Deputy Director of the Department of Education and Training Nguyen Quoc Anh reported the results of the 2022-2023 school year.

Next, the leaders of the Department of Education and Training informed about education and training work. In the 2022-2023 school year, the whole sector continued to achieve many good results. The quality of mass education has changed positively, in the 2022-2023 school year, the high school graduation rate reached 99.8%, being one of the 10 provinces with the highest average score in the country.

The spearhead education sector has affirmed its national and international position when Ha Tinh ranked second in the country in the number of students winning first prizes in the national excellent student competition. For two consecutive years, Ha Tinh had two students winning gold medals at the International Chemistry Olympiad... The province has mobilized social resources to establish a Fund to support students with high scores and those in particularly difficult circumstances to enter university...

The leaders of the Department of Labor, Invalids and Social Affairs also informed the conference about the results of implementing labor, employment and social security policies in the province in the past time. Regarding employment, since the beginning of the term, the whole province has created jobs for over 71,000 new workers; paid unemployment insurance for workers over 261 billion VND; trained human resources in the direction of economic restructuring, meeting practical requirements. Paying attention to social security policies through issuing many support policies for the poor, near-poor, and elderly people; taking care of workers, policy families, war invalids, former Youth Volunteers, etc.

Speaking at the direction and orientation of propaganda information, Head of the Provincial Party Committee's Propaganda Department Ha Van Hung highly appreciated the information provided by the units at the conference. Regarding the field of social insurance and health insurance, in the coming time, the propaganda sector and the team of reporters and propagandists need to continue to widely propagate Resolution No. 28-NQ/TW dated May 23, 2018 of the Central Committee on "Reforming social insurance policies"; focus on propagating the rights and responsibilities of organizations and individuals participating in voluntary social insurance, unemployment insurance, health insurance; sectors need to have close coordination in implementing social insurance policies.

Regarding labor, employment, and social security issues, the Head of the Provincial Party Committee's Propaganda Department requested the team of reporters and propagandists to continue to promote propaganda to spread good and humane values in society; propagate and educate people in poor and near-poor households with difficult circumstances to be self-reliant and not to rely on assistance; promptly inform about difficulties and problems arising in practice, especially in the fields of employment, labor market development, employment services, unemployment insurance, and management of foreign workers working on projects;

Disseminate vocational training policies and job fairs in localities; pay attention to the situation of labor, employment, wages, bonuses, and workers' lives, especially for the disadvantaged and those in difficult circumstances to promptly advise and recommend support policies.

Regarding education and training, Head of the Provincial Party Committee's Propaganda Department Ha Van Hung suggested that it is necessary to promote propaganda work so that parents and students can join and share the difficulties of the education sector; focus on propaganda work on implementing socialization in the education sector in accordance with regulations.

In addition to the above contents, the Head of the Provincial Party Committee's Propaganda Department also requested the propaganda sector and the team of reporters and propagandists to continue to propagate the mid-term results of implementing the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress; the economic, cultural, social, national defense - security, and foreign affairs results of the country and the province in the first 7 months of the year; propagate the contents of the conclusions and resolutions on continuing to reorganize administrative units at the district and commune levels for the period 2023 - 2030 to create consensus and unity among cadres, party members and people of all walks of life in the province; strengthen the work of grasping and orienting public opinion, promptly advising on handling new issues of public interest; improve the effectiveness of the fight against and refuting wrong views and distorted arguments of hostile forces, especially in cyberspace.
