Ensure progress and quality of content submitted to the National Assembly

Speaking at the meeting between the National Assembly leaders and the Standing Committees of the National Assembly agencies and the National Assembly Standing Committee to summarize the main work in April and deploy a number of key tasks in May 2024 and the following months on May 9, Standing Vice Chairman of the National Assembly Tran Thanh Man stated that in April and early May 2024, the workload was very large, including both planned tasks and unexpected tasks, but the agencies tried and made efforts to complete them well.

The National Assembly leaders acknowledged and highly appreciated the sense of responsibility and proactiveness of the National Assembly agencies, the Secretary General of the National Assembly, the National Assembly Office, and agencies under the National Assembly Standing Committee.

Mr. Tran Thanh Man noted that this May, the amount of work to be carried out is very large. The Standing Vice Chairman of the National Assembly requested that agencies focus highly, organize work scientifically and effectively, strengthen coordination, promote a sense of responsibility, proactiveness and creativity.

That is to seriously implement the conclusions of key leaders of the Party, State and the National Assembly; advise on the effective implementation of resolutions, conclusions and directives of the Party Central Committee, the Politburo and the Secretariat.

Prioritize and focus on all aspects to carefully, thoughtfully and scientifically prepare the 33rd Session of the National Assembly Standing Committee and the 7th Session in terms of both content and conditions. It is noted that for the contents that have been reviewed and commented on by the National Assembly Standing Committee and are eligible to be submitted to the National Assembly, it is necessary to urgently complete the documents or urge the drafting agency to complete them in order to send the documents to National Assembly deputies.

"The matters that the National Assembly Standing Committee has given written opinions on should be considered and, if necessary, still included in the conclusion notice," the Standing Vice Chairman of the National Assembly noted and requested that agencies properly implement the provisions in Articles 27 and 28 of the Working Regulations of the National Assembly Standing Committee on submitting written opinions on the contents to the National Assembly Standing Committee.

Regarding some contents to be submitted to the National Assembly Standing Committee for comments at the upcoming 33rd session, the Standing Vice Chairman of the National Assembly requested the Standing Committee of the Law Committee to preside over and coordinate with the agencies in charge of the review to advise on the development of the Report of the National Assembly Party Delegation, and report to the Politburo immediately after the end of the session.

Informing that the volume of content presented at the 7th Session is very large (expected to pass 10 laws, 3 Resolutions, give opinions on 11 draft laws and consider and decide on many other important contents), the Standing Vice Chairman of the National Assembly requested the Secretary General of the National Assembly to study and advise the National Assembly Standing Committee to develop a scientific, rigorous, reasonable and highly feasible program for the Session.

Agencies in charge of content need to be proactive and develop specific plans to receive and explain opinions of National Assembly deputies, and complete draft Laws and Resolutions to ensure progress and quality of content submitted to the National Assembly for approval.

According to updated information from the National Assembly Office up to May 8, for the contents submitted to the National Assembly for consideration and approval, only 4/13 contents have sent the Submission, 13/13 contents have not sent the Explanation and Verification Report.

Regarding the contents submitted to the National Assembly for comments, only 6/11 contents have sent the Submission; 11/11 contents have not sent the Verification Report. Regarding the contents, although the Submission has been sent, it is also very slow, only sent on May 5, 6 and 7. Some documents sent by the Government are slow, causing a significant impact on the progress and quality of the verification.

Mr. Tran Thanh Man noted that the 7th Session must overcome the problem of late document submission. Accordingly, the Government needs to ensure that all relevant reports are sent to National Assembly deputies immediately and continue to send them when there are adjusted and supplemented reports.

"The spirit is that any documents must be updated and sent immediately so that National Assembly delegates have information and can study them in advance. Agencies must thoroughly understand the spirit of "not waiting, must be proactive from early on, from afar", said Mr. Tran Thanh Man.

For agencies that submit late, the Standing Vice Chairman of the National Assembly suggested considering the form of timely urging in writing.

Mr. Tran Thanh Man requested that "the Committees proactively review from now on with the spirit of not waiting and must ensure the principles and documents meet the conditions of ensuring the process, content, and time of submission and submission before accepting them for inclusion in the meeting and session".

The Standing Vice Chairman of the National Assembly assigned the People's Aspirations Committee to continue to preside over the implementation of citizen reception work, monitor and urge the settlement of petitions, petitions, complaints and denunciations of citizens; in which, it is necessary to closely coordinate with the Ministry of Public Security, the Government Inspectorate, and the Hanoi People's Committee during the session, to prevent large petition delegations from gathering near the National Assembly Building, the accommodation and meals of National Assembly deputies, and on the routes from the accommodation of National Assembly deputies to the National Assembly Building.

Urgently complete the consultation with the National Assembly Standing Committee and National Assembly deputies on the planned group of questions and respondents according to the set schedule; urge agencies to send reports and advice, well serve the questioning activities at the 7th Session, and organize and well implement secretarial work at the Session.

Noting to promote information and propaganda work on the activities of the National Assembly, National Assembly Sessions, and National Assembly Standing Committee meetings, Mr. Tran Thanh Man suggested seriously and carefully implementing the process of organizing, censoring, and posting information, to avoid errors and communication incidents.

Prepare carefully, thoughtfully, and effectively implement reception, logistics, technical, fire prevention, fire fighting, security, safety, and other conditions to best serve the Meeting. Regularly check and test operations to avoid any errors, malfunctions, or technical errors.

To simultaneously deploy the above-mentioned work routes, the Standing Vice Chairman of the National Assembly requested that the Secretary General of the National Assembly and the Head of the National Assembly Office need to regularly hold internal meetings before, during and after sessions to review, rectify, promptly draw lessons, "assign roles" to the Vice Chairmen of each work area, and promote coordination and mutual support .
