Focus on removing bottlenecks, determined to complete tasks in 2025 and the entire term

Comrades Luong Nguyen Minh Triet - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Duc Dung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Van Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.

The Standing Committee of the Provincial Party Committee assessed that with the efforts and determination of the entire political system, the implementation of the Resolution on directions and tasks for 2024 achieved positive results.

The overall picture of the province's economy has many bright colors compared to 2023. The work of building and rectifying the Party and building the political system has been focused on, contributing to consolidating and enhancing the trust of cadres, party members and people in the leadership of the Party and the management and administration of authorities at all levels. It is expected that 14/18 targets will be achieved and exceeded compared to the resolution.

These results will be the motivation for the province to continue to make efforts and strive to complete the goals and tasks in 2025, contributing to the successful completion of the goals and targets set by the Resolution of the 22nd Provincial Party Congress.

Provincial Party Secretary Luong Nguyen Minh Triet said that in the context of the world , regional and domestic situation, there are many advantages and difficulties intertwined, of which difficulties and challenges are more numerous; but with great efforts, solidarity, and a spirit of consensus, with many flexible and synchronous solutions and approaches, Quang Nam has gradually overcome difficulties, recovering each quarter higher than the previous quarter.

However, the implementation of political tasks in 2024 still has many shortcomings and limitations. Many bottlenecks need to be further removed and implemented more drastically and effectively.

The Provincial Party Secretary requested the delegates to promote a sense of responsibility, carefully study documents, objectively and comprehensively evaluate, and deepen the results achieved. At the same time, recognize the existing aspects, limitations and causes, especially analyze the subjective causes of the limitations, and important indicators that did not meet the set goals.

These include targets such as growth rate of gross domestic product in the province (target 7.5 - 8%; achieved 7.2%); total social investment capital/GRDP (target over 30%; achieved 27.9%); rate of urban population using clean water (target 85%; achieved 84%); establishment of district-level towns (target to establish 2 towns).

Streamlining the apparatus, successfully organizing party congresses at all levels

The draft report assessing the implementation of the 2024 Resolution presented by Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Dung said that the Provincial Party Committee has established sub-committees to prepare for the 23rd Provincial Party Congress; thoroughly grasped and fully implemented relevant directives and instructions of the Central Government and concretized them in accordance with the practical conditions of the province.

Up to now, the Congress Personnel Subcommittee has consulted on the development of a comprehensive personnel plan and prepared content to serve the Standing Committee of the Provincial Party Committee in working with a number of district, town, city Party Committees and Party Committees directly under the Provincial Party Committee on personnel preparation for the Congress for the 2025-2030 term.

The Document Subcommittee approved the first draft of the Political Report; organized 5 scientific seminars; 7 survey teams conducted surveys in units and localities as planned. The Congress Organization Subcommittee held its first meeting to approve the Working Regulations, assign tasks to members, establish a Working Group and draft the Overall Plan for the 23rd Congress.

Regarding the direction and tasks for 2025, the Provincial Party Standing Committee proposed 2 options for the conference to choose the theme for 2025. Specifically, option 1: "Resolutely implement the arrangement and streamlining of the apparatus; promote digital transformation; fight waste; successfully organize party congresses at all levels for the 2025 - 2030 term". Option 2: "Arrange and streamline the apparatus and cadres; effectively implement the Provincial Planning, promote digital transformation, fight waste, and promote economic growth; successfully organize party congresses at all levels for the 2025 - 2030 term".

Emphasizing the direction for 2025, according to comrade Nguyen Duc Dung, Quang Nam will strengthen the work of building a clean and strong Party and political system. Focus on leading the successful organization of Party congresses at all levels towards the 23rd Provincial Party Congress. Resolutely carry out the arrangement and streamlining of the organizational apparatus. Effectively implement the Provincial Planning. Complete the program of eliminating temporary and dilapidated houses in the province. Promote thrift practice, prevent corruption, negativity and waste.
