Strengthening discipline and administrative order to successfully carry out tasks in 2024

According to the conference agenda, in the morning, delegates focused on discussing and evaluating the implementation of work aspects over the past 9 months; proposing and contributing additional key tasks and solutions for the last 3 months of 2024.

The conference assessed that in the first 9 months of 2024, the whole province made many efforts in Party building and political system building, as well as socio-economic development. However, there are still many problems, challenges, and bottlenecks that must be focused on more drastically in the coming time to fulfill the tasks set out in 2024.

Focus on team building

In Party building work, according to the report of the Provincial Party Standing Committee, the province conducted a preliminary and final review of major policies in Party building work before entering the final year of the Party Congresses at all levels for the 2020-2025 term in a quite complete, synchronous and timely manner.

Organize conferences well to disseminate and promptly implement resolutions, regulations and directives of the Central Committee; political and ideological work, specialized information and political activities are organized regularly. Thereby, arousing motivation, spirit, inspiring, spreading positive energy, contributing to strengthening the trust of cadres, party members and people.

Quang Nam has focused on perfecting the team of leaders and managers at all levels to ensure the time. The preparation and election work for perfecting personnel followed a fairly strict process and achieved high consensus. The planning work associated with preparing personnel for party congresses at all levels has also been proactive and timely.

The province has focused on directing the completion of the review, consideration of responsibilities, and disciplinary action against party members according to the Conclusion Notice No. 581, dated November 30, 2023 of the Central Inspection Commission . The work of preventing corruption and negativity, and reviewing the overall leadership and direction of the implementation of inspection, examination, and audit conclusions has been strictly implemented...

Discussing at the conference, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Van Dung provided more information about the outstanding results in the past 9 months and agreed with the limitations in socio-economic development as reported by the Provincial Party Committee Standing Committee.

To remove difficulties, especially to overcome the limitations mentioned above, comrade Le Van Dung pointed out 7 groups of tasks that need to be focused on and implemented well in the coming time.

In particular, it is recommended that all levels and sectors must do a good job in creating an investment environment, attracting investment and truly supporting businesses, with the spirit of accompanying businesses to develop the economy and society. This is a major issue that is being raised.

Along with that, resolutely direct the disbursement of public investment capital associated with strengthening inspection, examination, supervision and urging to remove difficulties; consider responsibilities, and include them in the year-end assessment classification. Departments and localities coordinate closely; if the district-level records are sent up, the department or agency that takes more than 7 days to resolve them must be responsible to the Provincial People's Committee...

Comrade Le Van Dung requested sectors and localities to focus on responsibility for storm and flood prevention; supplement and adjust emergency disaster prevention plans; flexibly allocate capital to accelerate the task of arranging residents in mountainous areas, especially prioritizing areas at high risk of landslides.

People's Committees at all levels and departments and branches promptly implement the resolutions of the Provincial Party Committee and Provincial People's Council that have just been issued with a more drastic and agile spirit; prepare well the socio-economic plan for 2025 and 5 years to serve the documents of the upcoming Party Congresses at all levels...

Adjusting forest cover ratio

In the afternoon, the Provincial Party Committee focused on reviewing the 3-year implementation of the Provincial Party Committee's resolutions and conclusions, including: Resolution No. 15, dated October 14, 2021 on strengthening forest management, protection and development; Resolution No. 16, dated October 14, 2021 on promoting administrative reform and Conclusion No. 91, dated October 14, 2021 on sustainable development of agriculture and rural areas associated with new rural construction.

Notably, regarding the implementation results of Resolution No. 15, according to the report of the Provincial Party Standing Committee, the target of increasing forest cover to 61% by 2025, the area of ​​planted forests certified for sustainable forests according to international forest governance standards (FSC) is expected to not meet the target set out in the resolution.

In 2023, the forest coverage rate will reach 58.88%; the area of ​​planted forests granted FSC certification is estimated at 21,577.55 hectares (71.93%). Accordingly, it is recommended that the Provincial Party Committee consider adjusting the implementation targets until 2025, vision to 2030 of Resolution No. 15 to be consistent with the Quang Nam Provincial Planning for the period 2021 - 2030, vision to 2050 and the actual situation in the province.

Specifically, by 2025: "Increase the forest cover of the whole province to 61%, adjusted to 59.49%; of which, natural forest cover reaches 43.72%.

By 2030: “Increase the forest cover of the whole province to 62%, adjusted to 61%”; of which, the natural forest cover reaches 43.83%. “FSC planted forest area reaches 45,000 ha” adjusted to “planted forest area reaches 30,000 ha”.

Based on the discussion, the conference agreed to adjust a number of indicators on forest cover and the area of ​​FSC-certified production forests to be consistent with the Provincial Planning for the period 2021 - 2030, with a vision to 2050 and the practical situation.

On behalf of the Provincial Party Committee Standing Committee, Comrade Nguyen Duc Dung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council directed the resolution to approve the contents of the report assessing the implementation of tasks in the first 9 months of the year, key tasks in the last 3 months of 2024; reports summarizing 3 years of implementing Resolutions No. 15, 16 and Conclusion No. 91 of the Provincial Party Committee (term XXII). The Provincial Party Committee Executive Committee requested Party committees, Party organizations, and authorities at all levels in the province to thoroughly grasp, concretize, and seriously and synchronously implement the regulations, conclusions, directives, programs, and plans of the Central Committee and the Provincial Party Committee Standing Committee that have just been issued; at the same time, focus on leadership and direction to ensure the completion of the goals and tasks of the Resolution on the directions and tasks for 2024 set forth by the Provincial Party Committee.

Strengthen discipline

Speaking at the conference, alternate member of the Party Central Committee and Secretary of the Provincial Party Committee Luong Nguyen Minh Triet said that the remaining workload of 2024 is very large and requires high demands. The whole province must make every effort, strengthen discipline and administrative discipline to successfully complete the goals and tasks of 2024; creating momentum and excitement to enter the final year of the 2020-2025 term.

Emphasizing 10 key groups of tasks in the coming time, Provincial Party Secretary Luong Nguyen Minh Triet noted that Party committees and organizations at all levels should focus on implementing related work to prepare for Party congresses at all levels right now, with a proactive spirit, not waiting, especially reviewing, assessing and building personnel plans; preparing documents well, serving work...

Continue to do a good job of developing new party members; focus on year-end quality assessment; direct the promotion of propaganda from now until party congresses at all levels according to the Central Committee's instructions...

The Provincial Party Secretary requested all levels and sectors to focus on natural disaster prevention tasks, accelerate population arrangement, and mobilize people to support this policy.

Focus on directing the completion of the planning implementation plan and planning contents; directing work with central ministries and branches according to the content of Conclusion Notice No. 135 dated May 6, 2022 of the Government Office on the conclusion of the Prime Minister at the working session with the leaders of Quang Nam province.

The whole province continues to prioritize removing difficulties for businesses, resolving business recommendations, with appropriate and effective mechanisms and methods, without being too safe. Focus on the task of collecting budget, especially exploiting revenue from land, removing difficulties in land prices, and soon forming land prices.

Accelerating the disbursement of public investment capital, first of all, removing difficulties in compensation and support for site clearance; resolving human issues of organizations and agencies in charge of site clearance; and problems with construction materials.

Sectors and localities review and give more specific and closer direction to national target programs associated with strengthening discipline and order, especially the role of Party committees at all levels. Organize and implement closely, ensuring social policies and social security...

The Provincial Party Secretary requested that Party committees at all levels, Party organizations, relevant agencies and units seriously and effectively organize the implementation of the conclusions and announcements of the Provincial Party Standing Committee.

Regarding the implementation of Resolution No. 16 of the Provincial Party Committee in the coming time, the Provincial Party Committee Secretary emphasized that the province will strengthen discipline and administrative discipline; rectify and overcome the situation of avoidance, shirking, working half-heartedly, and being afraid of responsibility among cadres, civil servants, and public employees of agencies and units in the political system from the province to the grassroots level; promptly detect, replace or strictly handle cases with negative public opinion about acts and attitudes of harassment, causing trouble, affecting the effectiveness of administrative reform and the investment and business environment.
