At the meeting, the Department of Natural Resources and Environment reported the results of consulting on handling the project group related to the conclusions of the Central Inspection Commission (IC) and the Provincial Party Committee's IC.

The Department of Natural Resources and Environment advises on the implementation of determining specific land prices for 53 projects according to Plan No. 352-KH/TU dated January 17, 2024 of the Provincial Party Standing Committee on implementing Notice No. 581 dated November 30, 2023 of the Central Inspection Committee.

Of which, the group of 31 projects overcome the deduction factors according to the conclusion of the Provincial Party Committee's Inspection Commission, the Department of Natural Resources and Environment submitted 3 projects to the Provincial People's Committee for approval, and submitted 8 specific projects to the Land Price Advisory Council; the remaining 20 projects are being implemented by the consulting unit. The group of 22 projects is slow to set prices, so far the Provincial People's Committee has approved 2 projects, and the consulting unit is implementing the remaining 20 projects.

Regarding the group of remediation projects according to the Conclusion of the Central Inspection Committee, the Department of Natural Resources and Environment said that the implementation process of remediation still has many different views that need the consensus of the Provincial Party Standing Committee, the Party Committee of the Provincial People's Committee and the specific Land Valuation Council.

Most of the specific land price solutions after recalculating in accordance with the correct order and procedures as directed by the Provincial People's Committee in Notice No. 37 dated February 2, 2024 and Notice No. 78 dated March 13, 2024, the land price decreased compared to the conclusion of the Central Inspection Committee.

Because most of the land price options have been approved by the Provincial People's Committee before, the time of price determination is at the time the Department of Natural Resources and Environment makes the price; at the same time, there are many cases where a price approval decision is applied to collect land use fees and land rent for many land allocation and land lease periods according to the compensation and site clearance progress (there are many land price options of the project approved far after the time of land allocation and land lease).

Currently, to re-determine the price at each time of land allocation or land lease, it is necessary to re-investigate the market land price no more than 2 years from the time of land allocation or land lease, so much market survey information to calculate revenue tends to decrease, leading to a decrease in specific land prices.

Regarding projects that are slow to determine land prices according to the Conclusion of the Central Inspection Committee and backlogged projects, according to Mr. Nguyen Truong Son - Deputy Director of the Department of Natural Resources and Environment, on August 1, 2024, the 2024 Land Law will take effect 5 months earlier.

Accordingly, it is allowed to determine land prices according to the progress of compensation and site clearance. Thus, most of them must be canceled and carry out procedures to sign contracts with consulting units to comply with current regulations.

Currently, the application of land price determination methods has many changes, regulations on necessary factors to determine land prices are currently being submitted by the Department of Natural Resources and Environment to the Provincial People's Committee for promulgation. Therefore, the progress of project implementation is slow and prolonged.
