Focus on overcoming "bottlenecks" for Hai Phong city to develop strongly according to Resolution No. 45 of the Politburo

At the preliminary conference, Party Central Committee member and Hai Phong City Party Secretary Le Tien Chau affirmed that Resolution No. 45 of the Politburo has been issued to supplement more favorable and stronger mechanisms and policies, realizing the goal of Hai Phong taking the lead in the country in the cause of industrialization and modernization, and being the driving force for development of the Northern region.

Deputy Head of the Central Economic Commission Nguyen Hong Son said that after 5 years of implementing Resolution 45, many plans, programs and projects have been issued; many resources have been allocated for implementation, especially in key areas to create favorable conditions for Hai Phong city to develop. In particular, Hai Phong city has affirmed its role as a major socio-economic center of the Red River Delta and the whole country; the city's socio-economic achievements have been impressive and are a bright spot in the overall picture of the whole country.

Over the past 5 years, Hai Phong's economic scale has been continuously expanded, maintaining the second position in the Red River Delta, after the capital Hanoi; GRDP per capita in 2023 reached more than 7,800 USD/person, 1.83 times higher than in 2018 and 1.87 times higher than the whole country, ranking 2nd among the 5 centrally-run cities; total state budget revenue in the area in the period of 2019-2023 increased by an average of 6.96%/year, 1.88 times higher than the national average; continuously on the list of localities leading in attracting FDI nationwide; road traffic infrastructure has made breakthrough developments...

Hai Phong City implements Resolution 45 of the Politburo with strong and breakthrough development.

Along with that, the fields of culture, education, science and technology, and health care are of interest, especially outstanding policies such as: free tuition for students from preschool to high school; development of social housing, housing for workers; regimes and policies for people with meritorious services and people in difficult circumstances are all among the highest in the country.

Hai Phong strives to have no poor households according to the national multidimensional poverty standards by the end of 2024; focus is placed on building model new rural areas; by 2025, 100% of communes will basically meet the criteria of model new rural communes...

Representatives of leaders of central ministries, branches and experts also assessed that, according to the criteria of Resolution No. 45, some of the city's targets have not yet met expectations in the development roadmap...

Many industrial zones in Hai Phong develop towards green economy.

Delegates pointed out difficulties, obstacles, and "bottlenecks" and proposed that Hai Phong City coordinate with ministries and branches in building, perfecting, and recommending the Central Government to amend and supplement specific mechanisms and policies for the city's development in the coming period; focusing on mechanisms and policies for socio-economic development so that the city can continue to develop strongly as the Politburo's goal set out in Resolution No. 45.

Many large domestic economic groups invest in key economic sectors of Hai Phong city such as industry, transport infrastructure, high-tech agriculture, tourism, education and training, and healthcare such as: Vingroup Corporation, Sungroup Corporation, Hai Phong Port Joint Stock Company, Hateco International Container Port Company Limited, Saigon Newport Corporation One Member Limited Liability Company...

Many large investors have invested in developing Hai Phong seaport in a modern direction.

Along with that, the city also needs to proactively research and evaluate domestic and international mechanisms, policies, experiences, and good practices, especially the mechanisms and policies being applied in free trade zones around the world to build the Southern Coastal Economic Zone of the city along with the Project to establish a Free Trade Zone...

On the other hand, Hai Phong city also needs to soon coordinate with relevant ministries and branches to complete the Project on organizing urban government in accordance with the characteristics of a type I urban area; breakthrough solutions for synchronous and modern traffic infrastructure connection in all 5 types of transportation; in which, prioritizing the traffic infrastructure system connecting with seaports to maximize the efficiency and capacity of the Hai Phong seaport system.
