The inspection delegation of the Ministry of Agriculture and Rural Development led by Deputy Minister Phung Duc Tien, Deputy Head of the National Steering Committee on IUU, and agencies of the Ministry have just inspected the implementation of tasks and solutions to combat IUU fishing, overcome shortcomings and limitations according to the recommendations of the European Commission (EC) Inspection Delegation after the 4th inspection in Vietnam (October 2023) in Binh Thuan.
Through the inspection, the Inspection Team commented that the results of the province's anti-IUU fishing implementation were not consistent, with many shortcomings and deficiencies, and slow to be overcome, especially at La Gi Fishing Port. In order to implement the requirements of the Ministry of Agriculture and Rural Development through the inspection in Binh Thuan province, the Provincial People's Committee has just issued a plan to overcome the shortcomings, limitations and shortcomings with many specific contents.
Accordingly, the heads of agencies, units and localities are required to thoroughly grasp the direction of the Secretariat, the Government and the Prime Minister on combating IUU fishing, removing the "Yellow Card" warning of the European Commission in association with sustainable development of the fisheries sector. At the same time, they must directly lead and direct the implementation urgently and resolutely, with the spirit of "telling the truth, doing the truth, having real results" and be responsible for the implementation results in the fields, tasks and areas under their responsibility in this plan.
The Chairman of the Provincial People's Committee requested the entire political system to focus on preventing, stopping, and resolutely not allowing fishing vessels and fishermen in the province to continue to violate illegal fishing in foreign waters, especially from now until October 2024 (when the EC Inspection Team visits Vietnam for the 5th inspection). Overcome limitations and shortcomings in fleet management and monitoring, inspection, and control of fishing vessel activities at sea. In particular, pay attention to reviewing, accurately counting, publishing lists, and organizing the registration of newly built, converted, purchased, and donated fishing vessels that have not been registered in the province according to Circular No. 06/2024/TT-BNNPTNT dated May 6, 2024 of the Ministry of Agriculture and Rural Development, fully updating fishing vessel data on the national fisheries database (VNFishbase), to be completed no later than September 15, 2024. Strictly manage and prevent the emergence of "3 no" fishing boats in the province.
In addition, overcome limitations and shortcomings in controlling and combating illegal fishing at fishing ports and wharves and confirm and certify the origin of seafood from exploitation. Overcome shortcomings and limitations in law enforcement and handling violations of illegal fishing. Urgently repair and overcome damage and degradation of infrastructure, ensure environmental sanitation of fishing ports, especially at La Gi Fishing Port. Review and consolidate organizations, agencies and units against IUU fishing in the province. Particularly at La Gi Fishing Port, urgently review, supplement and mobilize to ensure specialized human resources to monitor, supervise and count fishing vessels and seafood output unloaded through the port in accordance with procedures, records, processes and regulations. Review the organizational structure and human resources for controlling and combating IUU fishing at fishing ports (Fisheries Control Office, Border Guard, Fisheries Surveillance) to ensure the capacity to perform tasks according to regulations.
