Top priority given to promoting growth

Continue to give maximum priority to promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; resolutely save regular expenditures, increase expenditures for development investment.

Specifically, ministries, agencies and localities, according to their assigned functions, tasks and authorities, must grasp the market situation and commodity prices to have appropriate and effective solutions to stabilize the market. Promote production, ensure adequate supply of goods, and avoid shortages that cause sudden price increases, especially at times when market demand is high and in areas affected by natural disasters and floods.

Strengthen inspection and supervision of the implementation of regulations on price management, taxes, fees, price stabilization of raw materials, essential goods for production, business and people's lives; strictly handle acts of speculation, hoarding, price manipulation according to the law. Prepare price plans and roadmaps for adjusting prices of goods and services managed by the State at appropriate levels and times, avoiding concentrating at the same time, including electricity prices, prices of medical examination and treatment services at State medical examination and treatment facilities, prices of education and training services, ensuring inflation control according to the set targets.

Effectively implement solutions to collect state budget revenue correctly, fully and promptly, continue to expand the collection base, especially collecting e-commerce transactions, foreign digital platform providers, deploying a data portal on e-commerce platforms and actively and urgently expanding the deployment of electronic invoices generated from cash registers for businesses and business households operating and providing goods and services directly to consumers, especially food and beverage services...; strive to collect state budget revenue in 2024 exceeding 10% of the estimate assigned by the National Assembly.

Continue to promote spending savings, thoroughly save regular spending to reserve resources for development investment and social security. Proactively review and arrange spending tasks; cut and save 5% of the assigned regular spending budget in accordance with the direction of the Government and the Prime Minister right from the time of allocation at the central level.

Research to increase the scale of preferential credit program for forestry and fishery sectors to about 50 - 60 trillion VND

The State Bank of Vietnam continues to direct commercial banks to cut costs, increase the application of information technology to reduce lending interest rates, promote credit growth, direct credit to production and business sectors, priority sectors, economic growth drivers and overcome the consequences of storms and floods...

Timely remove obstacles, effectively implement the 140 trillion VND credit package for social housing loans; study to increase the scale of preferential credit program for forestry and fishery sectors to about 50 - 60 trillion VND.

Ensure reserve funds for natural disaster prevention and control, disease prevention, salary payment, and social security policies.

The Ministry of Finance, according to its assigned functions, tasks, and authority, shall operate a reasonable, focused, and effective expansionary fiscal policy, in close, synchronous, and harmonious coordination with monetary policy and other policies. Control state budget deficit, public debt, government debt, and foreign debt within the permitted scope.

Closely monitor the situation, proactively forecast, calculate and update inflation scenarios to develop an overall price management scenario, contributing to ensuring inflation control according to the set target. Exploit the remaining space for public debt, government debt, and budget deficit that is still low compared to the allowable limit to mobilize more resources for development, especially investment in national strategic infrastructure projects.

Budget management ensures reserve funds for natural disaster and epidemic prevention and control, salary payment, social security policies and important and urgent political tasks that arise.

Regulate production, stabilize supply and demand of goods, especially food, foodstuffs and energy.

The Ministry of Industry and Trade shall preside over and coordinate with ministries, agencies and localities to closely monitor market developments, promptly take solutions to manage and regulate production, stabilize supply and demand of goods, especially food, foodstuffs, energy and other essential goods; firmly ensure national energy security, absolutely not allowing shortages of electricity and gasoline supply in any situation.

The Ministry of Agriculture and Rural Development focuses on directing and planning production to ensure abundant food supply, especially in areas heavily affected by storms, floods, and natural disasters, for domestic consumption and export, and absolutely does not allow food shortages to occur in the last months of the year.

The State Capital Management Committee at Enterprises directs its affiliated corporations and groups to resolutely and effectively implement development strategies and plans for capital use for production and business, maximize the efficiency of investment resources to invest in major projects in key production and business sectors and fields, contributing to promoting economic growth and effectively using investment capital in the current context.

Accelerating disbursement of public investment capital

The Government requires drastic implementation of solutions to accelerate and make breakthroughs in disbursement of public investment capital and 03 National Target Programs; mobilize and effectively exploit social resources.

In particular, ministries, agencies and localities, according to their assigned functions, tasks and authorities, focus on directing, urging and promoting the disbursement of public investment capital, especially for 34 ministries, agencies and 23 localities with disbursement levels below the national average.

Focus on accelerating the completion of investment procedures, bidding, compensation, and site clearance for projects; develop detailed disbursement plans for each project and strictly comply with monthly and quarterly disbursement plans; proactively and actively resolve and remove difficulties and obstacles related to land, resources, etc. Urge contractors and consultants to speed up project progress; resolutely and strictly handle according to regulations cases of obstruction, lack of responsibility that slow down the progress of capital allocation, adjustment, implementation, disbursement, negativity, corruption, loss, and waste of public investment capital.

Continue to proactively monitor, urge, issue specific instructions on implementation and resolution, remove difficulties and obstacles in the process of implementing national target programs in localities. In cases beyond authority, report to competent authorities for consideration and handling.

Resolutely speed up the construction progress of important, key national projects that are inter-provincial, inter-regional, and connect the country, region, and international.

Ministries, agencies and localities, according to their assigned functions, tasks and powers, urgently develop and promulgate a detailed plan for "critical progress of project completion in 2025" suitable for site clearance conditions, material sources and weather conditions to serve as a basis for monitoring, urging and strictly controlling construction progress, ensuring the completion of 3,000 km of expressway by the end of 2025.

Effectively organize and implement the emulation movement "500 peak days and nights to successfully complete expressway projects" to celebrate the 80th anniversary of the founding of the country, the 50th anniversary of the Liberation of the South and National Reunification, Party Congresses at all levels, towards the 14th National Party Congress.

The Ministry of Transport shall preside over and coordinate with agencies and localities to actively prepare for investment in a number of important railway projects (North-South high-speed railway, connecting Vietnam - China), expressways in the 2026 - 2030 period and upgrade and expand expressways that have been invested in on a phased scale to a complete scale according to the plan.

Diversify markets and export products

The Ministry of Industry and Trade shall preside over and coordinate with relevant ministries, agencies and localities to strengthen activities connecting supply and demand, promoting production and consumption of Vietnamese goods. Continue to organize promotional programs nationwide, bringing goods to rural areas, remote areas, and industrial zones. Encourage e-commerce platforms to implement programs to consume domestically produced products and goods, and local products.

Continue to diversify export markets, diversify supply chains, prioritize exploitation and make the most of opportunities from key and strategic export markets and signed Free Trade Agreements (FTAs); promote negotiations and signing of new FTAs, expand new markets such as the Middle East, Africa, Halal product markets, etc.

Timely implement trade defense measures to protect the legitimate interests of domestic manufacturing industries. Coordinate with the Ministry of Finance to promptly research and develop a mechanism to strictly control imported goods via e-commerce, which is currently putting great pressure on domestically produced goods.

The Ministry of Agriculture and Rural Development shall preside over and coordinate with relevant agencies to promote official exports of agricultural products to neighboring markets; promptly negotiate and reach an agreement with relevant Chinese agencies to reduce the rate of animal and plant quarantine, and facilitate the flow of agricultural products into the Chinese market.

Promoting the development of digital economy, green economy, circular economy

The State Bank of Vietnam encourages commercial banks to research and issue credit packages to support the promotion of a number of priority sectors and fields, and growth drivers; review and evaluate the implementation of credit growth by credit institutions to have timely, feasible, and effective management measures according to regulations to promote credit growth; prioritize credit limits for credit institutions operating effectively.

The Ministry of Industry and Trade, the Ministry of Information and Communications, and the Ministry of Planning and Investment focus on effectively implementing solutions to promote new growth drivers of the economy, maximizing external support resources to promote innovation, digital economic development, digital transformation, green transformation, new industries and sectors such as semiconductors, clean energy, Hydrogen, etc.
