On the afternoon of June 24, during his working trip to China, Prime Minister Pham Minh Chinh received Mr. Ton Vinh Khon, Chairman of the Board of Directors of Dalian Locomotive and Railway Car Corporation (CRRC) and Mr. Vuong Tieu Quan, Vice President of Power Construction Corporation of China (PowerChina).
Receiving Mr. Ton Vinh Khon, the Prime Minister said that Vietnam and China need to further promote cooperation and connect the two economies, including the railway sector. This is also a field that Vietnam has important and urgent needs in the current period.
Construction of standard gauge railway
According to the Prime Minister, Vietnam currently has over 2,000km of railway with over 300 stations but its exploitation is not really effective. In the context of many changes in the world and the region, railway transport has many advantages compared to other types of transport such as cost and suitability for some goods.
With the signing of the Joint Statement between Vietnam and China, deepening and elevating the Comprehensive Strategic Cooperative Partnership and building a Community of Shared Future of strategic significance, the two sides agreed to connect standard gauge railways across the border.
Including promoting standard gauge railway connection across the Vietnam-China border.
Research to promote the construction of the Lao Cai – Hanoi – Hai Phong standard gauge railway, research on the Dong Dang – Hanoi, Mong Cai – Ha Long – Hai Phong standard gauge railway lines at the appropriate time; Vietnam plans to continue developing urban railway lines in Hanoi, especially the line connecting to Hoa Lac High-Tech Park and in Ho Chi Minh City.
President Ton Vinh Khon expressed great importance and readiness to participate in the construction of railway lines connecting the two countries, as well as urban railway projects in Hanoi and Ho Chi Minh City.
He affirmed that CRRC is ready to provide comprehensive, high-tech solutions, promote localization, share experiences, support human resource training, and develop areas such as transportation and new energy, contributing to promoting relations between the two countries.
Prime Minister Pham Minh Chinh said it is necessary to maximize the role of the two countries' state-owned corporations and groups in the railway sector, learn from previous projects, and continue to implement specific cooperation projects as effectively and quickly as possible, in the spirit of "harmonized benefits and shared risks".
Accordingly, he proposed that CRRC study cooperation with Vietnam Railway Corporation and Vietnamese enterprises in production, technology transfer for manufacturing locomotives and carriages, human resource training, and capital support.
The two sides need to get to work on specific issues, participate in building quality and effective railway projects, contributing to the development of the railway industry in Vietnam; and welcome CRRC to participate in other projects and fields such as new energy.

Proposal to build wind power in the North

Vietnam welcomes and encourages foreign enterprises with potential, capital, engineering and technology, including PowerChina Group, to participate in research and cooperation in railway projects that have been agreed to be promoted by the leaders of the two countries, as well as urban railway projects in Hanoi and Ho Chi Minh City.
In the energy sector, the Prime Minister said that Vietnam is continuing to perfect its institutions and policy framework by preparing to issue a decree on the direct power purchase mechanism (DPPA), on the mechanism and policies to encourage the development of self-produced and self-consumed rooftop solar power, and on the mechanism for developing power projects using natural gas and LNG.
PowerChina Vice President Vuong Tieu Quan presented the process of PowerChina operating in Vietnam since 2000 up to now in the energy sector with a total contract value of more than 9 billion USD, with Lai Chau and Son La hydropower projects, Vinh Tan coastal thermal power center, more than 23 solar power and wind power projects...
He affirmed that PowerChina wishes and is ready to strengthen cooperation with Vietnamese partners in developing the fields of railways, urban railways, new energy, and wind power (especially in the North).
