At the meeting, after listening to veteran cadres and people with revolutionary contributions share their passionate and responsible opinions, General Secretary To Lam emphasized that today's and future generations will continue to be grateful and remember the great contributions of the Party, of Uncle Ho, of millions of soldiers, heroic martyrs, and people from all walks of life who have devoted the most precious things in life, willing to sacrifice their lives for an independent, free, unified, and prosperous Vietnam, the people who created the Ho Chi Minh Era; never forgetting the support and help of brothers, friends, and progressive people around the world in the cause of the Vietnamese people's resistance against the US to save the country.

The General Secretary was moved to express gratitude for the great contributions of the people, the people's armed forces, and historical witnesses to the Party's revolutionary cause in the cause of completely liberating the South, reunifying the country, as well as in the cause of building and defending the socialist Vietnamese Fatherland in the current period.

At the meeting, the General Secretary reported on the main features of the current situation of the country as well as the policies and strategic orientations that the Party has outlined in the era of building a strong socialist Vietnam, on par with the world powers.

The General Secretary stated that the Central Committee identified three key tasks that need to be focused on from now until 2030, the 100th anniversary of our country under the leadership of the Party, and 2045, the 100th anniversary of the Socialist Republic of Vietnam: maintaining and preserving a peaceful, secure and orderly environment for national development; developing the economy and society rapidly and sustainably; improving the lives of the people, especially the workers, and satisfying the increasingly higher needs for material and spiritual life of the people. The General Secretary said that the 11th Central Conference of the 13th tenure, which has just ended, is considered a historic Conference in the revolutionary journey of our country. The Central Executive Committee highly agreed on the contents related to the arrangement of the apparatus of the political system; the arrangement of administrative units and the organization of 2-level local governments with a long-term vision, at least 100 years, ensuring the formation and expansion of new economic, social and cultural development space suitable for the development and integration of the country, strengthening the potential of national defense, security and foreign affairs.

Regarding the preparation for the 14th National Party Congress, the Draft Contents of the Basic Documents have been basically completed. These documents will be sent to Party organizations for comments, then the opinions of all classes of people will be widely sought, so that the Party's Documents truly reach the hearts of the people, representing the legitimate rights and interests of the people, for a free, prosperous and happy life for the people.

Regarding the prevention of corruption, waste and negativity, the General Secretary emphasized that in the coming time, there needs to be a mass movement to practice thrift and fight waste in the lives of each family and each person, because waste in society is still very large; he hopes that the people will participate more strongly in the task of preventing and fighting corruption, waste and negativity.

Since the beginning of 2025, Vietnam has become the focus of world attention as we have advocated a drastic reform of the organizational apparatus; rearranged administrative units; applied many flexible and creative measures to handle economic and financial issues, investment cooperation with foreign partners, especially measures to deal with the new tax policy of the US government... It can be said that Vietnam has affirmed a new height, a new position on the world political map; truly integrated into world politics, the international economy and human civilization.

Give more autonomy and initiative to all levels of government

Regarding future development orientation, the General Secretary pointed out 5 issues: Maintaining peace and stability in the country, the region and the world. To have peace and stability, in addition to self-reliance and economic stability, it is necessary to build a revolutionary, disciplined, elite and modern armed force, ensuring combat and victory in all forms of war, especially high-tech warfare as it is today.

To develop the economy and society rapidly and sustainably, we must continue to innovate more strongly, decisively, drastically, revolutionaryly, and comprehensively in economic management; focus on completing synchronous strategic infrastructure, especially transport, energy, and digital infrastructure. Consider the task of economic development and improving the quality of people's lives as the top priority task at present.

Developing science and technology, innovation and digital transformation, the Government Party Committee is coordinating with the National Assembly Party Committee to institutionalize Resolution 57 of the Politburo and promptly issue guiding documents so that new regulations can soon be put into practice.

The General Secretary frankly pointed out that, besides the results, the innovation of the Party's leadership method still has many shortcomings and limitations that need to be thoroughly overcome in the coming time, such as innovating the way of issuing and organizing the implementation of resolutions, in the direction of being concise, succinct, easy to understand, easy to remember, easy to absorb, easy to implement; deployed to each Party cell, to each Party member; correctly and accurately identifying the requirements, tasks, and development path of the country, of each locality, ministry, and sector, with vision, scientific and practical nature, practicality and feasibility, creating excitement, trust, expectation and motivation to urge the actions of cadres, Party members, economic sectors, businesses and people; creating self-awareness, self-improvement, especially new viewpoints, policies and solutions. Continuing to promote Party building and rectification; Implement strong and continuous anti-corruption, waste and negativity measures, in conjunction with protecting dynamic, creative, daring cadres who dare to think and act for the common good, while at the same time serving socio-economic development, not affecting or hindering socio-economic development.

The General Secretary emphasized the need to strengthen the Party spirit in building and perfecting a socialist rule-of-law state of the people, by the people, and for the people; focus on strongly reforming processes and policies to meet development requirements, build a favorable legal environment, a transparent, safe, and low-cost business environment, and make Vietnam a leading country in administrative reform, start-ups, innovation, and an open investment and business environment. Improve institutions and operating mechanisms of agencies, units, and organizations of the political system, clearly define the authority and responsibility of legislative, executive, and judicial agencies, and clearly define the responsibilities between the Central and local governments, and between local government levels; promote decentralization and delegation of powers, ensuring that the Central government strengthens macro-management, plays a constructive and developmental role, and empowers more autonomy and initiative to government levels. Supplement and amend institutions to establish an equal mindset between the Central and local governments. Localities have the right to demand and recommend that the Central Government has mechanisms and solutions to help localities develop, in addition to the localities complying with the Central Government's directives and directions. Local recommendations and proposals must be considered seriously, promptly, responsibly by the Central Government and must be answered decisively, within the prescribed time, and clearly.

On this occasion, General Secretary To Lam presented the 80-year Party membership badge early to comrade Dang Quan Thuy, former member of the Party Central Committee and former Vice Chairman of the National Assembly. Head of the Central Propaganda and Education Commission Nguyen Trong Nghia presented the 50-year Party membership badge to comrade Bui Thanh Quyen, former member of the Party Central Committee and former Secretary of the Hai Duong Provincial Party Committee and comrade Ha Van Khoat, former Secretary of the Bac Kan Provincial Party Committee.
