The 2024 Capital Law, which officially takes effect from January 1, 2025, will create a new momentum to build the Capital into a "Cultured-Civilized-Modern" city, worthy of the Capital in the era of national growth.
On December 31, the Economic and Urban Newspaper launched media events to bring the Capital Law into life, marking the milestone of the Capital Law 2024 taking effect from January 1, 2025.
Speaking at the event, Deputy Head of the National Assembly's Law Committee Nguyen Phuong Thuy emphasized that the 2024 Capital Law coming into effect on January 1, 2025 is a very important milestone for Hanoi. Launching communication events is a very meaningful activity to disseminate to all levels of the industry and all people about the new provisions of the Law, while raising awareness of the meaning and role of the Capital Law in managing, building, developing and protecting the Capital.
The Capital Law No. 39/2024/QH15 was passed by the 15th National Assembly, 7th Session on June 28, 2024, consisting of 7 chapters and 54 articles (an increase of 3 chapters and 27 articles compared to the 2012 Capital Law), closely following the 5 guiding viewpoints for drafting the Law and 9 policy groups decided by the National Assembly with many new contents, aiming at strong decentralization and delegation in all fields along with many specific and outstanding policy solutions, suitable to the practical situation, development orientation of the country, and of the capital Hanoi in the new period. The Law takes effect from January 1, 2025 (except for 5 contents taking effect from July 1, 2025), replacing the Capital Law No. 25/2012/QH13.
According to Ms. Thuy, the 2024 Capital Law has fully institutionalized the specific mechanism for the Capital to make a breakthrough, implementing the goals of Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo "on the direction and tasks of developing the Capital Hanoi to 2030, with a vision to 2045", which has determined that by 2030, the Capital Hanoi will be a "Cultured-Civilized-Modern" city, becoming the center and driving force for the development of the Red River Delta, the key economic region of the North and the whole country.
Ms. Thuy assessed that the Law will help Hanoi remove the limitations it has encountered over the past time such as resource mobilization, investment, planning, policies for developing culture, education, health care, and social security.
In particular, there are strong solutions to help the city overcome current shortcomings in landscape architecture, traffic, and environmental pollution. Along with the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050 and the Adjustment of the Hanoi Capital Master Plan to 2045, with a vision to 2065, the specific mechanisms and policies from the 2024 Capital Law will create new momentum and new space for the Capital to develop comprehensively, with open space, focusing on innovation and creativity, building the Capital into a truly "Cultured-Civilized-Modern" city, worthy of the Capital in the new era - the era of national growth.
To concretize and put the Capital Law 2024 into practice, at 2 sessions of the Hanoi People's Council, 17 Resolutions of the City People's Council on implementing the Capital Law with regulations within its authority were passed.
In addition, there are currently more than 30 Resolution submissions registered by the city's departments, agencies and branches to be submitted to the City People's Council for consideration and approval at the upcoming sessions. Along with that, the Hanoi People's Committee is actively coordinating with ministries, agencies and branches to advise on draft decrees, resolutions and decisions guiding implementation to specify the contents and provisions of the law.
Recently, the Government issued Decree No. 169/2024/ND-CP detailing the organization and operation of the People's Committees of wards in Hanoi.
