Implementing the QCDC, the Party Committee and the government of Quai To commune have paid attention to expanding democracy so that people can participate in discussing and deciding on issues directly related to the people such as: Contributing to investment in building community works, donations to charity and humanitarian funds; projects and plans for socio-economic development; compensation for site clearance, implementation of construction projects, loans for production development, hunger eradication and poverty reduction... Thereby, creating consensus among the people. The contents that must be made public are disseminated, posted at the headquarters, places of citizen reception, public places and seriously implemented. Promoting the role of the people as the subject in building new rural areas, the commune focuses on leading, propagating and mobilizing the people to actively participate in production development, transforming the structure of crops and livestock towards commodity production to increase economic value, and sustainably reduce poverty; Donating land, contributing funds, working days to build new rural areas; participating in environmental protection and sanitation, ensuring security and order in residential areas... Recently, people in the commune donated ^880m2 of land to build internal roads; contributed more than 500 working days to build roads, lighting systems with a length of 1,845m, with an implementation cost of more than 313 million VND; building a flower road model 800m long with a cost of over 27 million VND... Up to now, Quai To commune has been recognized as basically meeting new rural standards, striving to complete 19 criteria and meet new rural standards by the end of 2023.

Promoting democracy, all important tasks are discussed and consulted with the people, especially those directly related to the legitimate and legal rights and interests of the people. The People's Committees of the communes have also done a good job of reforming administrative procedures according to the "one-stop" mechanism to receive, guide and promptly resolve people's records and procedures. The work of receiving people and direct dialogue between the government and the people has been paid attention to by the communes in accordance with regulations to resolve difficulties, problems, complaints and denunciations of citizens, limiting the situation of complaints going beyond the level and prolonging. For the blocks and villages in the area, conventions have been established in accordance with current regulations, with very specific and clear content that people agree to implement, such as: Implementing a civilized lifestyle in weddings, funerals, and festivals; no early marriage, incestuous marriage; preserving and protecting the environment; building a cultural family...

Focusing on implementing QCDC at the grassroots level, the district has also effectively implemented social security policies to ensure the material and spiritual life of the people. Some policies and regimes that have been well implemented by the district in recent times include: Policies for people with meritorious services, social protection beneficiaries; hunger eradication and poverty reduction programs and projects; policies to support production, create jobs, provide vocational training, and export labor... Thanks to that, it has helped many families in difficult circumstances increase their income, stabilize their lives, and contribute to reducing the poverty rate in the area. On the other hand, the Steering Committee for building and implementing QCDC at the grassroots level of the district also directed the Party committees and local authorities to create favorable conditions for the people to exercise their right to supervision through the activities of the Vietnam Fatherland Front Committee and socio-political organizations, the People's Inspection Committee, the Community Investment Supervision Committee, and the Mediation Team. Therefore, all work carried out at the grassroots level is understood by the people, and they have the right to participate in giving opinions, voting, and supervising during the implementation process.

With the strong direction and participation of Party committees and authorities at all levels, the implementation of QCDC at the grassroots level in Tuan Giao district has been promoted and brought about many positive changes, promoting the people's mastery. Since then, it has had a great impact on socio-economic development, ensuring local security and order, creating consensus among the people in implementing policies, programs and projects in the area.
