Speaking at the meeting, General Director Nguyen The Manh emphasized that at the end of 2023, the entire Vietnam Social Insurance industry must make continuous efforts with the highest determination to complete the tasks of 2023. These are not only indicators on social insurance and health insurance coverage, but above all, it is the responsibility of the industry to the people, striving to ensure social security, ensuring that all people enjoy important policies of the Party and State.
Director of Vietnam Social Security Nguyen The Manh chaired a meeting on debt collection, evasion, and late payment of social insurance, health insurance, and unemployment insurance.
In particular, regarding the collection, debt collection, evasion, late payment of social insurance, health insurance, unemployment insurance; inspection, examination, and handling of administrative violations in the implementation of social insurance, health insurance, and unemployment insurance policies, the General Director requested that units, according to their functions and authority, need to review the implementation organization processes and responsibilities of social insurance agencies, ensuring compliance with legal regulations.
Assessing the implementation of the collection process and the development of participants in social insurance, health insurance, and unemployment insurance, Head of the Collection - Book and Card Department Duong Van Hao said that in the implementation, Vietnam Social Security has issued complete procedures on collection management, at the same time systematized the procedures, regulations and clearly assigned responsibilities to each officer to closely monitor and urge units and enterprises in paying social insurance, health insurance, and unemployment insurance for employees.
Agreeing with this opinion, Deputy General Director Tran Dinh Lieu said that the process of debt collection in the fields of social insurance, health insurance, and unemployment insurance is being implemented very systematically by Vietnam Social Security, and at the same time, organizing the implementation of this task in accordance with the provisions of the Law, Decree and related instructions.
Regarding the inspection, examination and sanctioning of administrative violations in the field of social insurance, health insurance and unemployment insurance, there have been many positive changes. Director of the Inspection and Examination Department Bui Quang Huy informed that, in accordance with the provisions of the law, the inspection and examination work is carried out annually according to the assigned functions and tasks. Accordingly, the forms of specialized inspection and examination are flexibly organized for units showing signs of violations, units that are late in paying social insurance, health insurance and unemployment insurance, resolutely sanctioning administrative violations; promptly preparing files to prosecute enterprises that intentionally violate.
"However, in addition, the compliance of some enterprises is not really good, the work of handling administrative violations of the law on social insurance, health insurance, and unemployment insurance still has some shortcomings arising in the implementation practice" - said the Head of the Inspection and Examination Department.
Regarding the difficulties in implementing the Law on Social Insurance, including inspection and examination work, Deputy General Director Le Hung Son said that in recent times, the Vietnam Social Insurance sector has proactively coordinated closely with sectors and levels, promptly provided information and analyzed and evaluated the implementation of policies as well as difficulties and shortcomings in practice to effectively carry out tasks. In particular, actively participated in developing and perfecting draft Decrees and Circulars to specify and implement draft laws, including the Decree Guiding the Law on Inspection, especially the Decree regulating the agency performing specialized inspection functions to ensure regulations in organizing the implementation of assigned tasks...
At the meeting, the units also contributed opinions related to strictly reviewing regulations on urging the collection of late payment amounts; flexible forms of specialized inspection and examination of payment; provisions of the Law; resolutely handling administrative violations; responsibilities of local Social Insurance in coordinating the implementation of collection, debt collection, inspection and examination; provisions of the Law.
Concluding the meeting, General Director Nguyen The Manh requested that the entire industry seriously implement tasks in accordance with legal regulations. Accordingly, it is necessary to strengthen the urging of debt reduction, complete assigned tasks, including responsibility, strictly implement legal regulations on debt collection and reduction, carry out inspection and examination work, and be resolute in handling administrative violations.
For each specific task, the General Director requested that in debt collection, relevant departments and offices coordinate to promptly issue documents to strictly urge the collection of social insurance, health insurance and unemployment insurance debts, in which they closely follow the measures according to the documents and instructions of Vietnam Social Security to perform this task; at the same time, raise awareness and responsibility in performing the tasks of the Industry leaders who have directed.
Regarding the handling of administrative violations, the entire Industry strictly implements the provisions of the Law, while being flexible in implementation to ensure compliance with the provisions of the law. "The entire Industry upholds the sense of responsibility, bases on the conditions and provisions of the law, strictly implements the direction of the Industry leaders in performing tasks, contributes to ensuring the legitimate rights of employees, and strives to excellently complete the assigned tasks in 2023" - General Director Nguyen The Manh requested.
