E-commerce business activities via the Internet are growing strongly in the digital transformation period. However, the exploitation of this form of sales to post images, sell products of unknown origin, without verification invoices, etc. is on the rise. To prevent this situation, the provincial authorities have Strengthen control and strict management to help reduce risks, protect consumer health

In fact, the convenience of e-commerce has directly helped sellers reach customers quickly, saving costs much more than traditional sales or regular commerce. Not only that, buyers can easily find the desired items, have many options for the same segment in terms of price, quality, and do not have to travel.
However, besides the conveniences, shopping on e-commerce platforms has many potential risks. Sellers often create multiple accounts on social networks (Zalo, Facebook, TikTok...) or sell products by live streaming or posting sales with words, images... at rock-bottom "sale" prices. This has directly impacted consumers' purchasing psychology. It is worth mentioning that many sellers only pursue profits and sell products that are not guaranteed to reach consumers.
Recently, on August 26, 2024, Market Management Team No. 1 coordinated with functional forces to inspect the business and online sales location of Ms. Nguyen Thi Thu Huong, born in 1993, owner of the Tiktok shop account Huong Anh Food & Nest located in Hong Ha ward, Ha Long city. Through inspection and verification, from the beginning of August until now, Tiktok Shop Huong Anh has purchased more than 4,500 mixed nut packages and nearly 1,000 moon cakes produced abroad to livestream and sell on Tiktok for profit. Through inspection, Ms. Huong confessed that all of the above goods were purchased from an acquaintance on Facebook to sell for profit, so they were not labeled according to import regulations, and there were no invoices, vouchers and accompanying documents; currently, nearly 3,500 products have been sold on the social network Tiktok. After verification, Market Management Team No. 1 issued a fine of VND 17.5 million to Ms. Nguyen Thi Thu Huong for not reporting her business location as prescribed, trading in smuggled goods, and forced her to return VND 13 million of illegal profits gained from selling digital goods in violation on the Tiktok platform.
Previously, the provincial Market Management force also discovered, handled and forced the destruction of many cases of business violations on e-commerce platforms such as: On August 21, Market Management Team No. 1 inspected the business household Bui Van Dai, in village 1, Quang Chinh commune, Hai Ha district, with the Facebook account "Duy Dai", discovered and temporarily detained 23 solar battery packaging with signs of counterfeiting the Seplos brand worth 67 million VND; on August 22, through examination and verification of the Facebook account "XT Glasses", in ward Quang Trung, Uong Bi City discovered 95 fashion eyeglasses with signs of counterfeiting Chanel and Gucci brands worth 91,939,000 VND; on August 20, Market Management Team No. 1 inspected and discovered that business household Le Hoang Anh using the Facebook account "Xiaohaha - Hon Gai Ha Long", at No. 30, Kenh Liem, Hong Hai Ward, Ha Long City was selling 229 counterfeit branded products and 270 smuggled moon cakes with a total value of nearly 70 million VND...

According to statistics from the Provincial Market Management Department, in August 2024 alone, the Market Management force inspected and handled 15 cases/15 acts related to trading goods and services via social networks, online sales websites, and e-commerce trading floors; fined 107 million VND. In the first 8 months of 2024, 61 cases/69 acts were inspected and handled, with fines of over 819 million VND, the value of auctioned goods was 597 million VND, the value of infringing goods was over 801 million VND.
Mr. Nguyen Dinh Hung, Director of the Provincial Market Management Department, said: Currently, through controlling the situation, the exploitation of e-commerce to sell goods of unknown origin, origin, and smuggled goods is on the rise and causing certain difficulties in control. In the coming time, implementing the direction of the General Department of Market Management and Quang Ninh province, the Provincial Market Management Department will continue to direct the Market Management Teams to focus on inspecting and handling administrative violations in the field of food safety in general and moon cakes, instant packaged foods in particular in the area of responsibility and on cyberspace. At the same time, step up information gathering, actively review online booths of households and individuals doing business on social networking platforms such as: Facebook, youtube, tiktok, ... to promptly detect, handle and prevent violations in business on e-commerce platforms.
