The Ministry of Transport requires investors to strengthen periodic and surprise inspections, promptly detect shortcomings and defects in construction quality and request contractors to repair and remedy them.
The Ministry of Transport has just sent a telegram requesting its affiliated units, project management boards, investors and developers to strengthen inspection and repair work, and overcome existing problems and damage (if any) at expressway projects to ensure project quality and safety during operation and use.
To ensure the quality of construction works and traffic safety of expressways, the Ministry of Transport requires the Vietnam Road Administration and the Vietnam Expressway Administration to further strengthen the inspection and supervision of entities performing maintenance management of the expressway system; promptly direct relevant units to organize repairs and remedy damaged works to ensure normal operating conditions of the expressway system, in compliance with regulations.
"For expressways under warranty, management agencies must promptly request project investors to organize repairs and remedy damage to the works (if any) under the contractor's warranty responsibility, ensuring compliance with technical standards," the Ministry of Transport directed.
Assigning tasks to investors of expressway projects invested by State budget capital, the Ministry of Transport requires that during the construction warranty period, investors further strengthen periodic and surprise inspections, promptly detect shortcomings and defects in construction quality to request contractors to repair and overcome them in accordance with the provisions of the contract.
Before repairing or remedying, investors must approve: repair and remedy solutions that ensure compliance with project technical standards; plans to ensure traffic safety and labor safety at the construction site.
"During the repair and restoration process, it is necessary to organize supervision of construction quality, supervision of traffic safety and labor safety at the construction site," the dispatch stated.
Regarding the issue of construction quality during the exploitation of the newest roads, most recently, on February 6, on the North-South expressway section of National Highway 45 - Nghi Son, the management unit discovered that the expansion joint on the northern abutment of Nhom River Bridge (Km341+182) had popped open.
Immediately afterwards, the II National Highway QLDB area directed the VEC O&M unit to temporarily patch the hole with crushed stone mixed with cement.
As the project investor, Project Management Board 2 quickly coordinated to inspect the site, assess the cause, determine responsibility and request the contractor to repair the damage in accordance with regulations during the warranty period.
"At present, the expansion joint location has been handled, ensuring smooth and safe traffic. The investor is requesting relevant units to review all remaining expansion joints, assess their quality after being put into operation and propose timely solutions if any problems are found," said a representative of Project Management Board 2.
