Strengthening people-to-people exchanges between Quang Ninh Province (Vietnam) and Guangxi Zhuang Autonomous Region (China)

This is one of the contents agreed upon by Mr. Nguyen Xuan Ky, Secretary of the Provincial Party Committee, Chairman of the People's Council of Quang Ninh Province (Vietnam) and Mr. Luu Ninh, Secretary of the Regional Party Committee, Chairman of the Standing Committee of the People's Congress of the Guangxi Zhuang Autonomous Region, China, at the meeting on February 27. The meeting took place on the occasion of the Quang Ninh Provincial Delegation's visit and work in Guangxi.

At the talks, the two sides shared the view that the friendship and cooperation between the Guangxi Zhuang Autonomous Region and Quang Ninh Province are increasingly strong, with continuous comprehensive cooperation at all levels and sectors on both bilateral and multilateral levels in all channels of Party diplomacy, government diplomacy, and people-to-people diplomacy, and have achieved very positive results.

The two sides agreed to continue to consolidate and enhance trust in the coming time, “being both comrades and brothers”, “good neighbors, good friends, good comrades, good partners” at both the senior leadership level and all levels of people of the two provinces and regions. Continue to maintain the tradition of contact, exchange and communication between senior leaders of the two provinces and regions; strengthen exchanges and cooperation between Party organizations of border localities. Focus on cooperation in propaganda, education, and public opinion orientation, promote press exchanges; expand the level of propaganda on the solidarity and friendship between the two countries; strengthen the organization of comprehensive and profound people-to-people exchange activities.

The two sides pledged to continue to effectively implement the three legal documents on the Vietnam-China land border and related agreements; strengthen security and safety management of border areas and border gates; promote cooperation in preventing and combating non-traditional security challenges; cooperate in preventing and combating epidemics, preventing and combating illegal entry and exit... and join hands in building a peaceful, friendly, stable, prosperous and jointly developing border area for the happiness of the people. Actively promote and coordinate to soon organize the announcement and effective operation of the Hoanh Mo - Dong Trung bilateral border gate pair (including the Bac Phong Sinh - Ly Hoa customs clearance); actively report to the competent authorities of the two countries to allow the construction of cross-border works at the temporary pontoon bridge opening at Km 3+4 Mong Cai - Dong Hung to move towards the early opening of bilateral border gates in this area.

The two sides agreed to continuously deepen mutually beneficial substantive cooperation; jointly promote cooperation in the fields of economy - trade, tourism, production capacity and investment, infrastructure, education and training, in which tourism development cooperation is the focus, education and training cooperation and high-quality human resource development are the spearheads. Strive to build a model of Vietnam - China border tourism cooperation between Quang Ninh and Guangxi.

Strengthen the connection of airports, seaports, and highways with border gates to promote tourism, trade, and import-export development; restore the sea tourism routes of Phong Thanh - Ha Long and Bac Hai - Ha Long; effectively deploy self-driving tourist vehicles across the border; closely coordinate and speed up the construction of routes and tourist destinations connecting to the Hoanh Mo (Vietnam) - Dong Trung (China) border gates after the two sides officially announce them.

Coordinate the implementation of measures to facilitate customs clearance. Support and promote businesses of both sides to invest in the logistics sector to effectively exploit the transport infrastructure of Quang Ninh province to create a logistics trade chain of Hanoi - Hai Phong - Quang Ninh (Vietnam) connecting Qinzhou - Beihai - Fangcheng Port (Guangxi, China); making Quang Ninh and Guangxi become the center of the transport corridor connecting ASEAN with China, contributing to promoting investment, trade, import and export between localities of the two countries.

Immediately after the talks, the signing ceremony of cooperation agreements between the sectors and localities of the two provinces and regions took place, including: Cooperation agreement between the Department of Tourism of Quang Ninh province and the Department of Culture and Tourism of Guangxi; Cooperation agreement on trade development between the Department of Industry and Trade of Quang Ninh province and the Department of Commerce of Guangxi Zhuang Autonomous Region; Agreement between the Binh Lieu District Party Committee, Quang Ninh province and the Fangcheng District Party Committee, Guangxi Zhuang Autonomous Region on establishing a friendly exchange mechanism.
