The 5th extraordinary session of the 15th National Assembly will open on Monday, January 15, 2024 and is scheduled to close on Thursday, January 18, 2024. The National Assembly will convene at the National Assembly House.
This session will carry out a number of important tasks such as submitting to the National Assembly for consideration and decision the following contents: Draft Law on Land (amended); Draft Law on Credit Institutions (amended); Draft Resolution on a number of specific mechanisms and policies to remove difficulties and obstacles, speed up the implementation of National Target Programs;
Supplement the Central Budget Medium-Term Public Investment Plan for the 2021-2025 period from the general reserve source corresponding to the increased central budget revenue in 2022 for public investment tasks and projects and supplement the Vietnam Electricity Medium-Term Public Investment Plan from the reserve source of the Medium-Term Public Investment Plan.

Talking to Nguoi Dua Tin about expectations for the upcoming extraordinary session, National Assembly Deputy Bui Hoai Son - Standing Member of the National Assembly's Committee for Culture and Education, delegate from Hanoi said that with the XV term, extraordinary sessions have become normal, reflecting the statement of National Assembly Chairman Vuong Dinh Hue at the first extraordinary session: " With the successful organization of the first extraordinary session, we have valuable lessons so that "extraordinary" sessions become "normal" activities of the National Assembly, in order to promptly respond to urgent demands of reality" .
“The issues raised at this session, especially the Land Law (amended) and the Law on Credit Institutions (amended), are all very hot issues, national and people's livelihood issues. Any reason that affects the progress of promulgating these laws will have a great impact, a very negative impact on society,” said delegate Son.
According to Mr. Son, the Land Law (amended) is one of the very important laws, directly affecting all citizens, businesses and organizations. Amending the Law is of utmost importance to remove obstacles, free up land resources, and ensure the harmony of interests between the State, people and investors.
The Law on Credit Institutions (amended) is necessary and has important significance in ensuring the safety of the credit institution system, developing the economy, and innovating banking activities according to the key tasks of restructuring the economy according to the orientation, viewpoints, and goals of the Party, the National Assembly, and the Government; contributing to helping State management agencies strengthen the management of operations, handle weak credit institutions, limit and overcome the incident of customers withdrawing money en masse at credit institutions that has arisen recently.
Amending the Land Law is of utmost importance to remove obstacles and liberate land resources.
The current social context, even without the Covid-19 pandemic, is still happening very quickly. Therefore, Mr. Son believes that it is necessary to have timely major decisions, ensuring comprehensive coverage and quick handling of practical life, creating orientation for the country's development.
The 13th National Party Congress has set the goal of becoming a developing country with modern industry and high average income by 2030, and a developed country with high income by 2045. This is not an easy task to achieve if we do not prepare and have determination right now. Therefore, we need to have big decisions, high determination and strong spiritual motivation to recover and develop.
"The previous extraordinary sessions and this one have truly met the requirements and demands of real life and the wishes of voters nationwide, demonstrating the true spirit of the National Assembly "of the people, by the people, for the people", as well as the message of a renewed National Assembly, acting decisively for the benefit of the people," Mr. Son expressed.
At the same time, he believes that this is also a suitable way for us to move towards a more professional National Assembly, contributing to meeting the goal of sustainable development of the country, strengthening the people's firm belief in the Party's guidelines and the State's policies and laws, and flexibly adapting to changing world conditions, including risks of instability.

In a further discussion with Nguoi Dua Tin , National Assembly Deputy Nguyen Thi Suu - Deputy Head of the National Assembly Delegation of Thua Thien Hue province, expressed her special hope that the Draft Law on Land (amended) will be passed at the upcoming extraordinary session. The passage of this Law will remove shortcomings and obstacles so that it can be put into practice as soon as possible.
In addition, the draft Resolution on some specific mechanisms and policies to remove difficulties and obstacles, and accelerate the implementation of national target programs is also one of the contents that delegates are interested in. Delegate Suu suggested that there should be thorough opinions and solutions to accelerate the implementation of national target programs .
