Difficult project
Construction started in November 2022, Nam Nua 2 Hydropower Project, Pa Thom Commune (Dien Bien District) has a total investment of 281 billion VND, invested by Dien Bien Resources and Energy Investment Joint Stock Company . The plant has a designed capacity of 7.5 MW; the average annual electricity output is 25 million kWh.
Expected to be completed by the end of 2024, generating electricity by the end of 2025, to date the project has completed all concrete construction: Water intake gate, left and right shoulder dam, spillway, roof reinforcement, factory, transformer station... Completed the fabrication of all electromechanical equipment of the factory, supplied 5/7 batches of equipment to the construction site, installed generator support, turbines of units 1 + 2. Lifting equipment installation items include: 60T water intake gate cylinder, 10T downstream factory hoist, 2x12.5T dike foot crane, 1x60T spillway lifting winch have also been completed...
However, the 110kV transmission line project connecting the Nam Nua 2 Hydropower Project to the national grid has been approved by the Provincial People's Council for the list of land use to be recovered in 2024 and the Provincial People's Committee has approved the 2024 Land Use Plan of Dien Bien district but has not been identified in the Land Use Planning for the period 2021-2030 of Dien Bien district according to regulations.
Mr. Nguyen Dang Tuan, Chairman of the Board of Directors of Dien Bien Energy and Resources Investment Joint Stock Company, said: Currently, the company is coordinating with relevant units to complete the dossier to reclaim and lease land for this project with an area of 1,500m2 . The company has requested the province to update the 110kV transmission line project connecting Nam Nua 2 Hydropower Plant to the national grid in the province's land use planning for the period 2021-2030. In case the land use planning for the period 2021-2030, with a vision to 2050, it is proposed to allow investors to lease land for the project, meeting the project's progress to put the project into operation early.
For the Rooftop Solar Power Project in Pung Minh village, Pom Lot commune (Dien Bien district), invested by Dien Bien Environment Joint Stock Company, the electricity output is over 3,350,000kWh (from January 2021 to October 2024); through the operation process, the electricity output has gradually decreased over the years. Meanwhile, the road connecting National Highway 279 and Dien Bien Waste Treatment Plant has many peeling and potholes that do not meet the permitted vehicle load, making travel very difficult.
Mr. Tran Quoc Hung, Director of Dien Bien Environmental Joint Stock Company said: In the rainy season, the road is slippery and muddy , in the dry season, the dust reduces visibility, especially at night, leading to traffic safety for the operating unit. Therefore, the Company recommends that all levels and sectors promptly upgrade and completely renovate the road .

In the period of 2022-2024, the province has implemented investment in 11 hydropower projects (including projects implemented in the previous period that have not been completed) with a total capacity of 156MW. Of which, 6 hydropower plants have been completed and put into operation (Mun Chung 2, Song Ma 3, Muong Luan 1, Huoi Chan 1, De Bau and Muong Luan 2), the additional capacity of 6 plants is 79.5MW.
It is expected that by the end of 2025, 4 more hydropower plants (Phi Linh, Nam Nua 2, Muong Muon and Muong Tung) will be completed and put into operation , with an additional capacity of 60.5MW . For the Chieng So 2 Hydropower Project, with a capacity of 16MW, construction will start in May 2024 and is expected to be completed in the second quarter of 2027.
In recent years, the weather has been complicated, the heat has lasted for a long time, the amount of water in the reservoirs is low, the factories do not have enough water to generate electricity according to the designed capacity. Therefore, the electricity output of some factories is lower than the annual plan. The survey, investment project preparation and implementation of the contents of the work on investment in the construction of hydropower plants by investors are still slow and prolonged. The reason is that the selection of location and scale of the factory needs to be carefully surveyed and evaluated, there need to be many options to choose from; the parameters of the hydropower project in the planning must be adjusted according to regulations.
In addition, the list of power source projects lacking the allocation for Dien Bien province has not been approved for addition in the Implementation Plan of Power Plan VIII (21 small hydropower projects with a total capacity of 193.63MW; 30MW biomass power project; 3MW waste-to-energy project), so there is no basis for implementing the projects.
Along with that, the planning and investment in developing the province's power source is not synchronized with the development of the transmission grid system. Some hydropower projects have plans approved by competent authorities to connect to the regional grid, but the current status of the regional grid infrastructure does not meet the technical requirements to release capacity for the projects. Typically: Connection work faces many difficulties; the national grid system of 110KV, 220KV has not been invested in and built by EVN according to the plan. Renewable energy projects in Nam Po, Muong Nhe, Muong Cha districts have not yet determined the connection plan and connection point to the national grid because the 220kV (or 110kV) Nam Po - Lai Chau 500/220/110kV station and the 220kV (or 110kV) Nam Po substation have not been invested in and built...
Mr. Vu Hong Son, Director of the Department of Industry and Trade, said: In order to continue to remove difficulties and obstacles for power projects in the province, the Department of Industry and Trade has requested the Ministry of Industry and Trade to consider and submit to the Prime Minister for approval to add energy projects in the province to the Plan for implementing the VIII Power Plan. Pay attention to investing in the construction of transformer stations and 110kV and 220kV power lines according to the approved plan. At the same time, it is recommended to add 1 220kV transformer station in the province; direct units to speed up the investment progress of projects being implemented such as: 220kV Dien Bien - Son La power line; 220kV Dien Bien substation project; 110kV Outgoing project after 220kV Dien Bien substation; 110kV Muong Cha - Long Tao hydropower line project...
