In fact, Lao Cai has cooperated with Japanese partners through ODA and NGO programs and projects. However, Lao Cai has not yet attracted large FDI projects from Japan. This shows that the province's potential and advantages have not reached Japanese enterprises and investors. Currently, Japan plays a key role in the fields of economics, politics and global strategy with strengths in high-tech industry, high-tech agriculture, tourism and trade. These are industries and fields in which Japan has experience and strengths, while Lao Cai has the need and potential for cooperation.

With a receptive spirit, Mr. Trinh Xuan Truong, Chairman of the Provincial People's Committee, shared that Lao Cai's trip to Japan to organize the workshop was with the desire to bring Lao Cai closer to Japanese enterprises. On that basis, we will share, cooperate and together turn potential, strengths and ideas into reality, helping Lao Cai develop rapidly, grow green and sustainably in the coming time.

Lao Cai province introduced its potentials and advantages, and shared mechanisms and policies for Japanese enterprises and organizations to consider cooperation in: Tourism development, cultural exchange, festival and event organization; investment in building logistics centers to serve import-export enterprises; development of industry, supporting industry, processing industry, high-tech manufacturing, deep mining and processing of minerals; application of science - technology, modern techniques in production, processing, and consumption of agricultural products for export; labor - vocational training, sending Vietnamese workers to work in Japan.

In particular, at the end of the workshop, 5 memorandums of understanding (MOUs) were signed, including the Memorandum of Understanding on the implementation of the Bao Thang Biomass Power Plant project (Lao Cai) between the Department of Planning and Investment of Lao Cai province and Erex Co., Ltd., Japan; Memorandum of Understanding on tourism cooperation between the Department of Tourism of Lao Cai province and Vietnam Airlines Branch in Japan; Memorandum of Understanding on receiving Lao Cai (Vietnam) workers to work in Japan between the Department of Labor - Invalids and Social Affairs of Lao Cai province and Happy Life Corporation Joint Stock Company, Japan; Memorandum of Understanding on cooperation in receiving technical interns between Lao Cai College and Tsukuba Kogyo Joint Stock Company, Japan; Memorandum of Understanding on technology transfer and mushroom growing techniques between the Department of Agriculture and Rural Development of Lao Cai province and OGAWA KINOKOEN Joint Stock Company, Japan.

According to the assessment of the Department of Planning and Investment, the Investment and Tourism Promotion Conference in Japan achieved its set objectives. Based on the signed memorandums of understanding, the provincial departments will soon develop specific plans for practical implementation.

Support, coordinate and create the most favorable conditions for investors

The Memorandum of Understanding (MOU) on the implementation of the Bao Thang Biomass Power Plant project (Lao Cai) between the Department of Planning and Investment of Lao Cai province and the EREX Group (Japan) is one of the five MOUs awarded at the workshop. Notably, after working with the EREX Group in Tokyo (Japan), the Chairman of the EREX Group highly agreed and promised to put the project in Lao Cai on the list of highest investment priorities.

The production forest area of ​​Lao Cai province in 2023 is about 90,000 hectares, by 2030 it will stabilize at about 110,000 hectares. Each year, 6,000 - 7,000 hectares are exploited, yielding 450,000 - 500,000 m3 of round wood and collecting 500,000 ster of firewood, equivalent to 150,000 tons. After processing, round wood produces about 150,000 ster of corn cover, butt ends..., equivalent to 45,000 tons and each year, about 150,000 - 200,000 tons of cinnamon branches and leaves are exploited, 70% of which is used to burn essential oil distillation furnaces, leaving about 50,000 tons left. Thus, the total forestry by-products that can be collected to produce charcoal pellets or biomass electricity is 245,000 tons, with a maximum purchase capacity of 60 - 70%, equivalent to 140,000 - 150,000 tons.

The implementation of the Bao Thang Biomass Power Plant project, researched and invested by EREX Group, when put into operation, will bring many benefits. First of all, the utilization of waste products from forestry production and processing as fuel for electricity generation purposes will help reduce the amount of waste released into the environment. By using modern and effective technologies, the process of processing biomass energy sources will reduce greenhouse gas emissions and solve a significant part of the waste from forestry production in the province, contributing to environmental protection.

In addition, by using biomass energy, the project also contributes to diversifying electricity sources in the province, gradually reducing dependence on traditional electricity sources that affect the flow of rivers and streams and cause ecological imbalance.

The plant will contribute a large amount of capacity to the province's power system, helping to ensure the balance of electricity and capacity of the province as well as the region.

The construction of the factory also means the development and expansion of infrastructure for power grids and transportation, helping to improve the lives of people in Lao Cai province and neighboring areas, promoting the industrialization and modernization of the province. When the factory comes into operation, it will also contribute significantly to the provincial budget, attract and create more jobs for workers, and promote the socio-economic development of the province.

Bao Thang Biomass Power Plant (Lao Cai) has a capacity of 50 MW, with a total estimated investment of VND 2,629 billion (equivalent to USD 115 million), located at Lot CN5, Tang Loong Industrial Park, Bao Thang District, Lao Cai Province.

Based on the memorandum of understanding, the Department of Planning and Investment has immediately started implementing the contents. In particular, the Department of Planning and Investment commits to support, coordinate and facilitate the investor in the process of implementing the work, and at the same time directs relevant departments and professional offices to support and coordinate with the investor in the process of researching and implementing procedures according to regulations to invest in the project.

Within its authority and within the framework of Vietnamese law as well as other relevant regulations, the Department of Planning and Investment will create favorable conditions for investors, including the following contents: Closely coordinate and support investors during the survey period, pre-feasibility study/investment policy and implementation of project investment preparation procedures; coordinate with relevant agencies and localities to provide relevant information, arrange meetings, site surveys, guide and support when investors request; apply the highest preferential policies and investment support for the project (if any).

At the same time, investors are requested to be responsible for performing the following tasks: Make maximum efforts to promptly complete research and survey of projects; fully perform the responsibilities and obligations of investors according to the provisions of law; proactively prepare proposals for project investment policies; make maximum efforts to implement the project to ensure progress and quality according to the approved investment policy in case of being selected as the investor to implement the project according to the provisions of law; the costs of implementing the above contents shall be from the investor's own funds and shall not require the State to compensate in any case.

Arrange staff to receive technology transfer for mushroom production

There are about 2,000 species of mushrooms in the world, of which about 80 species can be eaten and successfully cultivated such as button mushrooms, oyster mushrooms, straw mushrooms, wood ear mushrooms, enoki mushrooms, king oyster mushrooms... and mushrooms used in the pharmaceutical field such as lingzhi mushrooms, poria mushrooms, monkey head mushrooms... There are more than 100 countries and territories growing mushrooms; the world's mushroom output reaches about 25 million tons/year, with an average growth rate of 7-10%/year. The world's leading mushroom producing countries are China, Japan, Korea, and Canada.

Minister of Agriculture and Rural Development Le Minh Hoan affirmed: Mushrooms are classified as a superfood in the future because of their high nutritional value, and are also a very good medicine for health and are being researched to produce cosmetics. If we know how to take advantage of domestic resources, we will have an industry that can create livelihoods and jobs for many people.

Lao Cai's agricultural economy is relatively developed, so the source of raw materials (straw, rice husks, corn stalks, wood, etc.) to make mushrooms is abundant and diverse in variety. In recent times, many effective mushroom production and business models at the household, cooperative, and cooperative scale have been participating in mushroom production, however, mushroom production technology is still manual and semi-industrial. New production varieties mainly focus on 4 types of mushrooms: oyster mushrooms, straw mushrooms, wood ear mushrooms, and button mushrooms, while other types have not really developed. Therefore, the signing of the Memorandum of Understanding on the transfer of Japanese mushroom growing technology and techniques is very important, helping the provincial agricultural sector to approach a country with the world's leading technology in the field of mushroom production development, creating a new valuable product line and solving jobs and income for workers.

To soon realize the contents of the memorandum, the Department of Agriculture and Rural Development has held a meeting to discuss and deploy the contents to specialized agencies, and at the same time assigned the Provincial Agricultural Seed Center to arrange facilities, review equipment and staff to receive technology transfer to develop the mushroom production industry. The goal of the provincial agricultural sector is that after successfully receiving mushroom production technology, it will focus on developing the edible mushroom and medicinal mushroom industry into a concentrated, industrial-scale commodity production industry, gradually applying high technology; closely linking research, production, preservation, processing and consumption, creating mushroom brands in the domestic and international markets; contributing to job creation, environmental protection, and restructuring of the agricultural and rural economy; creating a large source of goods with high economic value to serve domestic consumption and export needs.

Develop cooperation plans in the field of labor and vocational training

Sending workers to work in Japan is a form of sending workers to Japan to work under a program signed between the two governments of Vietnam and Japan. Workers who go to work in Japan legally must go through one of two management units: the Ministry of Labor - Invalids and Social Affairs or the dispatching company.

On April 23, 2024, the Department of Labor, War Invalids and Social Affairs of Lao Cai province signed a memorandum of understanding with HAPPYLIFE CORPORATION Joint Stock Company of Japan with terms related to receiving and sending Vietnamese workers to work in Japan.

The signing of the Memorandum of Understanding on receiving Lao Cai workers to work in Japan is very important. It is to train a generation of young people with good skills in the fields of production, processing, and manufacturing; with industrial style; and foreign language ability. Workers can accumulate a certain amount of capital to start a business locally after their internship in Japan. After returning home, workers have the opportunity to work in Japanese companies and factories in Vietnam, continue to develop the knowledge and skills learned during their time working in Japan and build their own careers, contributing to poverty reduction and ensuring social security. These workers who make full use of the right opportunities will become ambassadors and bridges for small and medium enterprises and large Japanese economic groups to continue investing in Vietnam, moving towards transferring production techniques and technology to Vietnam in general and Lao Cai in particular.

The signing of the Memorandum of Understanding on sending Lao Cai workers to work in Japan will open up more new job opportunities for the province’s workers, contributing to the connection between labor and training, between the domestic labor market and the Japanese labor market. It is also a driving force to promote exchanges and cooperation, especially in the fields of labor cooperation, vocational training and technology transfer between Lao Cai and Japan.

To soon realize the content of the memorandum of understanding, the Department of Labor, War Invalids and Social Affairs has developed a cooperation plan with Japan in the fields of labor, vocational training and technology transfer in the field of vocational education and employment.

Coordinate with the Department of Planning and Investment, the Department of Foreign Affairs and relevant departments and branches to advise the Provincial People's Committee to continue to strengthen connections and exchanges to seek cooperation opportunities with Nagano and Shizuoka provinces of Japan to send workers to work; strengthen exchanges and discussions to promote the establishment of friendly cooperative relations between the Department of Labor - Invalids and Social Affairs and dispatching companies to send workers to work in the above two provinces.

The two sides also established focal agencies for implementation. On the side of the Lao Cai Department of Labor, War Invalids and Social Affairs, there is the Department of Labor - Wages - Social Insurance and the Provincial Employment Service Center; on the side of Japan, there is HAPPYLIFE CORPORATION Joint Stock Company.

The two sides agreed to share and publicize information about agencies and organizations that are allowed to send or receive technical intern workers to work in Japan. Include in the commitment of both sides in coordinating management and supervision to eliminate from the program of sending and receiving technical intern workers agencies and organizations that violate the laws of the two countries and the regulations stated in the memorandum of cooperation.

Vietnam Airlines currently operates a total of 100 routes connecting 21 domestic destinations and 30 international destinations with the most advanced aircraft in the world. For the Japanese market, Vietnam Airlines operates direct flights from 5 airports: Narita, Haneda, Nagoya, Osaka and Fukuoka to Hanoi, Ho Chi Minh City and from Narita to Da Nang, the airline with the highest frequency of operations between Japan and Vietnam. In particular, Vietnam Airlines is also an important partner of Japanese travel companies.

The signing of a Memorandum of Understanding on tourism cooperation with Vietnam Airlines in Japan by Lao Cai Department of Tourism is an opportunity for Lao Cai tourism to enter the Japanese market through Vietnam Airlines' communication, promotion and connection system, thereby reaching Japanese travel companies.

In fact, the Japanese tourist market is considered to have great potential and high spending capacity. However, in 2023, there were only 2,435 Japanese visitors to Lao Cai and in the first quarter of 2024, there were 475. This is a very modest number compared to Lao Cai's tourism potential.

Therefore, it is necessary to soon realize the contents of the Memorandum of Understanding on tourism cooperation with Vietnam Airlines in Japan. Currently, Lao Cai Department of Tourism has developed and issued a plan to implement the Memorandum of Understanding on tourism cooperation with Vietnam Airlines in Japan.

Accordingly, the Department of Tourism has established and implemented 3 key contents. That is cooperation in communication, promotion, tourism - aviation promotion. Lao Cai Department of Tourism provides Vietnam Airlines in Japan with information, images, clips about the province to promote on publications, media channels, and advertisements of Vietnam Airlines in Japan. Support advertising Vietnam Airlines products and services on the province's tourism information websites, websites of relevant departments, agencies, sectors, units, and at diplomatic events, promotion, investment, trade, tourism at home and abroad organized by the province as well as at some important festival events of the province. Connect and support advertising Vietnam Airlines products and services on Lao Cai Provincial Radio and Television; support Vietnam Airlines with some outdoor advertising positions (on some large tourism promotion billboards of the province). Coordinate with Vietnam Airlines in Japan in organizing investment and trade promotion activities, promoting tourism and aviation markets in Lao Cai and Japan.

Coordinate research and development of tourism products and destinations. The Department of Tourism coordinates the organization of Famtrip delegations including representatives of travel agencies, Japanese Presstrip reporters, local press agencies, major travel agencies and tourism services to survey, exchange, cooperate and participate in events held in Lao Cai province by Vietnam Airlines in Japan. Coordinate with Vietnam Airlines in Japan to organize national and regional educational, cultural, sports and tourism events. Introduce the province's typical products and a list of key suppliers for Vietnam Airlines in Japan to study the possibility of cooperation and promotion.

Coordinate the organization of foreign affairs, educational, cultural, sports and tourism events at national and regional levels. The Department of Tourism proactively exchanges information and invites Vietnam Airlines in Japan to participate in events and activities to promote culture, sports and tourism in Lao Cai province. Cooperate with Vietnam Airlines in Japan to organize cultural, sports, tourism, culinary and festival exchange activities and events in Lao Cai province.

Focus on parallel training between vocational training and Japanese language teaching

The Memorandum of Understanding on cooperation in receiving technical interns between Lao Cai College and TSUKUBA KOGYO Joint Stock Company (Japan) is one of the main contents in the province's general development strategy, aiming to strengthen international cooperation between Lao Cai province and companies in Japan, while concretizing the goal of improving the quality of vocational education in the province in the period of 2021 - 2025.

With the mechanical engineering profession, the school's students will have the opportunity to work in a disciplined, professional environment, acquire new knowledge in Japan, and when they return, continue to contribute and build their homeland.

Currently, Lao Cai College is focusing on developing a plan and content of cooperation on receiving technical interns between the school and TSUKUBA KOGYO Joint Stock Company (Japan), submitting it to the Provincial People's Committee for consideration and approval. In order for the international cooperation program to be effective, the school will focus on parallel training between vocational training and Japanese language teaching, in order to support students with full qualifications to go to Japan to work.

In the journey to build Lao Cai College into a high-quality school by 2025, promoting international cooperation programs through training, fostering, developing teaching staff, and improving vocational skills for students is one of the school's key tasks.
