The Prime Minister said that we are currently restructuring the economy in association with innovating the growth model towards rapid and sustainable development; focusing on developing the digital economy, green economy, circular economy, e-commerce, and emerging industries and fields.
In particular, strive to train 50,000 - 100,000 high-quality human resources for the semiconductor chip manufacturing industry by 2025 and 2030. Higher education institutions, including VNU-HCM, must further promote their role in implementing the goal of training and finding talents, promoting sustainable socio-economic development.
The Prime Minister requested that VNU-HCM should soon complete the Project "Developing VNU-HCM into the group of leading higher education institutions in Asia" to submit to the Prime Minister for approval. There must be high determination, great efforts, and drastic actions in implementing the goals, tasks, and solutions of the project so that by 2030, it will be among the top 100 higher education institutions in Asia, making an important contribution to creating a new, fast and sustainable growth momentum for the Southeast region in particular and the whole country in general.
The Prime Minister noted that VNU-HCM, together with relevant ministries and sectors, Ho Chi Minh City and Binh Duong province, need to pay attention to and implement a number of contents. In particular, it is necessary to develop appropriate training plans and programs, closely following the planning and development needs of the country, the industry and the locality; train to where, use to where; train "accurately" and "correctly"; focus on the industries and fields that the country, society and the labor market need.
Scientific research must be based on practical problems and newly arising problems within the functions and tasks of VNU-HCM; including research issues on institutions, trends of the times, emerging issues, and predictive issues.
Along with that, use and promote effectively the greatest resource which is human, with two main objects being the teaching staff and the student staff. Promote the commercialization of VNU-HCM products, including scientific research works and student products.
The Prime Minister also requested the completion of planning and site clearance to implement projects and projects to build facilities for VNU-HCM. Ho Chi Minh City and Binh Duong province are requested to complete compensation, site clearance and hand over 100% of the clean site to VNU-HCM in 2024. During the implementation process, if there are any problems or difficulties, the localities must promptly report to the Prime Minister.
Building operating policies and mechanisms in line with the socialist-oriented market economy. Based on the Party's policies and guidelines; functions, tasks, powers, distinct potentials, outstanding opportunities, competitive advantages and other specific conditions, VNU-HCM proposes mechanisms and policies to develop VNU-HCM to achieve the set goals...
