According to Deputy Minister of Education and Training Hoang Minh Son, the Plan for the Network of Higher Education and Teacher Training Institutions sets the goal of developing a synchronous and modern network of higher education and teacher training institutions by 2030 with a reasonable scale, structure, and distribution; establishing an open, fair, equitable, high-quality, and effective higher education system; and better meeting the learning needs of the people and the requirements for the country's breakthrough development and prosperity in the new era, based on high-quality human resources, science, technology, and innovation.
Specifically, by 2023, the number of learners will exceed 3 million, reaching 260 undergraduates and 23 postgraduate students per 10,000 people; the rate of university enrollment among those aged 18-22 will reach 33%; with no province having a rate lower than 15%.
The plan defines a training structure that aligns with the requirements of a knowledge-based economy and modern industry; the proportion of master's degree training (and equivalent qualifications) is 7.2%, doctoral training is 0.8%, and teacher training at the college level is 1%; the proportion of training in science, technology, engineering, and mathematics (STEM) fields is 35%.
The next objective of the plan is to expand the development space and enhance the capacity of higher education institutions, ensuring that 100% of higher education institutions meet standards; to upgrade and develop a number of higher education institutions to meet quality standards on par with the region and the world, fulfilling the requirements of the Education Development Strategy until 2030.
Furthermore, establishing large-scale higher education centers, providing high-quality, advanced training linked to scientific research, technological development, and innovation in the four metropolitan areas of Hanoi, Da Nang, Ho Chi Minh City, and Can Tho, will create momentum for the development of key economic regions and the entire country.
In addition, the goal is to increase the contribution of higher education to the United Nations Sustainable Development Goal (SDG 4.3) and the Global Innovation Index (GII), striving to be among the top 10 Asian countries.
With the Master Plan for the System of Specialized Educational Institutions for People with Disabilities and the System of Centers for Supporting the Development of Inclusive Education for the period 2021-2030, with a vision to 2050, the overall goal by 2030 is to develop a system of specialized educational institutions for people with disabilities and a system of centers for supporting the development of inclusive education within the national education system, ensuring sufficient quantity, structure, and quality to meet the requirements of ensuring equal opportunities in accessing and enjoying quality educational services and lifelong learning needs for people with disabilities in all localities. 100% of provincial-level units will have public centers for supporting the development of inclusive education.
The specific objectives are to develop a system of specialized educational institutions for people with disabilities and a system of centers supporting inclusive education development within the national education system, striving for 100% of provincial-level units to have public centers supporting inclusive education development; and to effectively operate the system of specialized educational institutions for people with disabilities, including the 11 existing public institutions and the establishment of one new public institution.
