Soc Trang: Promoting cashless social security payments

Soc Trang province focuses on promoting cashless social security payment measures. By the end of this year, the rate of social security policy beneficiaries with bank accounts receiving payment via card will reach 30%.

The People's Committee of Soc Trang province recently issued a document directing departments and branches in the province to promote the payment of non-cash subsidies to beneficiaries of social security policies.

Accordingly, the locality requested the Department of Labor, War Invalids and Social Affairs of Soc Trang province to coordinate with relevant departments and branches to focus on all measures to promote social security payments through beneficiaries' bank accounts. Strive to have all people eligible for social security policies open accounts and register to receive benefits through bank accounts by the end of 2024. The rate of social security policy beneficiaries with accounts must reach at least 30% of the total number of beneficiaries managed by districts and towns.

In case the social security policy beneficiary is not eligible to open an account and does not have an authorized person to receive on his/her behalf, payment shall be made directly through a payment service organization or by other methods as prescribed.

Soc Trang is one of the localities with a high rate of beneficiaries of social assistance policies in the Mekong Delta region.

According to the Department of Labor, War Invalids and Social Affairs of Soc Trang province, although the locality has recently issued many documents directing the implementation of non-cash subsidy payments to beneficiaries of social security policies, the implementation in many districts and towns in the locality is still slow and has not met the set requirements.

Specifically, by the end of 2023, only about 1,500/2,800 social security beneficiaries in this province had bank accounts to receive benefits through non-cash methods, reaching nearly 52%. In many rural and remote areas, this rate is quite low, only 10-20%.

It is known that Soc Trang is currently one of the localities with the largest rate of poor households, near-poor households and beneficiaries of social security policies in the Mekong Delta region.

In 2023, Soc Trang province subsidized about 46,900 social protection beneficiaries with a budget of more than VND 293 billion. Of which, about 42,700 people received monthly support. In the past year, the province also supported funeral expenses for more than 3,200 families of social protection beneficiaries and presented more than 33,700 health insurance cards to social protection beneficiaries in the area.

Before the Lunar New Year 2024, Soc Trang is also one of 15 localities nationwide that received support from the Government with more than 3,500 tons of rice to relieve hunger during the Lunar New Year and the 2024 crop year, serving to support 236,000 people from poor households, near-poor households, workers in difficulty and social protection beneficiaries.
