"If in 2021, the Ministry Inspectorate issued 28 decisions on administrative sanctions, from 2022 to September 2023, we issued 94 decisions on administrative sanctions. The violations are mainly related to enrollment, opening training majors, and maintaining conditions for opening majors," said Mr. Cuong.

Violations are manifested in many areas of activities and fields in education. Schools are not qualified to be autonomous but still autonomous in opening training courses. In addition, many units have not yet developed and issued documents and regulations according to their authority or issued documents and regulations that are not complete and in accordance with legal regulations, especially regulations on organization of activities and financial regulations; violated regulations in recruitment, appointment, reappointment, training and development of cadres and civil servants.
In addition, some schools have determined enrollment targets and organized enrollment for levels that are not in accordance with regulations; have not ensured conditions for opening majors and maintaining training majors; have not ensured training program standards; have not organized and managed training at all levels and training methods in a strict manner, and have not ensured teaching volume; have not updated all information on diplomas and certificates, and have signed certificates with the wrong authority...
Some educational institutions have not yet made public or have not made public enough as prescribed, especially information on quality assurance conditions, tuition fees, enrollment, and information on degrees and certificates. Educational quality assessment activities have not been given much attention, are too formalistic, and there are still some activities that are perfunctory.
Regarding violations of regulations in financial management, the representative of the Inspectorate of the Ministry of Education and Training said that some training units have not implemented revenue, expenditure, and fund allocation in accordance with regulations. The disbursement results have not been on schedule. In particular, the management of student records, implementation of policies for students, scholarships, tuition fees, and tuition fee exemptions have not been implemented properly.

Regarding violations in management and educational activities, Mr. Cuong said that the cause may come from the state management agency of education. Specifically, the system of legal documents regulating university education still has shortcomings; the issuance of regulations and guidance documents is slow... Some higher education institutions do not understand university autonomy correctly, so they have not implemented it properly.
"Given the above situation, it is necessary to perfect the system of legal documents on higher education and strengthen the capacity of the staff in charge of state management of education. On the part of higher education institutions, units need to perfect their internal institutions; strictly implement the provisions of the law and the Ministry's guidelines on enrollment and training; as well as strengthen internal inspection and examination work," Mr. Cuong emphasized.
