On the afternoon of August 26th, at the conference summarizing the 2022-2023 academic year and outlining key tasks for the 2023-2024 academic year for higher education , Mr. Nguyen Duc Cuong, Chief Inspector of the Ministry of Education and Training, stated that this year, the number of administrative violation penalties issued is higher than in 2021.

"While the Ministry's Inspectorate issued 28 administrative penalty decisions in 2021, from 2022 to September 2023, we issued 94 administrative penalty decisions. The violations mainly relate to student recruitment, opening new training programs, and maintaining the conditions for opening new programs," Mr. Cuong said.

The violations were evident in many areas and fields of educational work. Schools that did not meet the conditions for autonomy still proceeded to open new training programs. The school council had not been fully established according to regulations; the job position plan had not been developed and approved; and the school management board had not been promptly restructured.

In addition, many units have not yet developed and issued documents and regulations within their authority, or have issued incomplete documents and regulations that do not comply with legal regulations, especially regulations on organizational operation and financial regulations; and have violated regulations in the recruitment, appointment, reappointment, training, and professional development of officials and employees.

Furthermore, some schools have set enrollment quotas and organized admissions for various levels in violation of regulations; failed to meet the conditions for opening and maintaining training programs; failed to ensure the standards of training programs; organized and managed training at various levels and methods in a lax manner, failing to ensure the required teaching load; and maintained incorrect or incomplete records of diplomas and certificates, signing certificates without proper authority...

Some educational institutions have also failed to disclose information fully or completely as required by regulations, especially information on quality assurance conditions, tuition fees, admissions, and information on diplomas and certificates. Educational quality accreditation activities are still not given sufficient attention, are often superficial, and some activities are merely for show.

Regarding violations of regulations in financial management, a representative from the Inspectorate of the Ministry of Education and Training stated that some training units have not implemented regulations regarding revenue collection, expenditure, and fund allocation. Disbursement results have not been on schedule. In particular, the management of student records, implementation of policies and regulations for students, scholarships, tuition fees, and tuition fee exemptions have not been carried out correctly.

Regarding irregularities in the management and operation of education, Mr. Cuong suggested that the causes might stem from state management agencies in education. Specifically, the legal framework regulating university training still has shortcomings; the issuance of regulations and guidelines is slow... Some higher education institutions do not fully understand university autonomy, leading to incorrect implementation.

"Given the current situation, it is necessary to improve the legal framework for higher education and strengthen the capacity of officials working in state management of education. On the part of higher education institutions, units need to improve their internal institutions; strictly implement legal regulations and Ministry guidelines on admissions and training; and strengthen internal inspection and supervision," Mr. Cuong emphasized.
