Thanh Hoa Department of Natural Resources and Environment summarizes 2023 and deploys tasks for 2024

Reporting at the Conference, in 2023, with the close attention and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, Ministry of Natural Resources and Environment, close coordination of Departments, branches, and sectors, and the efforts of the entire natural resources and environment sector, state management of natural resources and environment in the province has had many positive changes, such as:

Advised the Provincial People's Committee to promptly amend, supplement and issue Decision No. 16/2023/QD-UBND dated April 20, 2023 regulating compensation, support and resettlement when the State acquires land in the province (replacing Decision No. 3161 and Decision No. 3162), ensuring compliance with practical requirements and fully resolving the rights of people whose land is acquired.

Conference overview

The land acquisition work has been focused and directed resolutely, the rate of completed land acquisition area of ​​the whole province reached 96.49% compared to the Plan (equivalent to 2,286.72 ha/2,369.97 ha), 1.47 times higher than in 2022 ( in 2022, the rate was 65.7%), to implement 726 investment projects; of which 10 units have completed and exceeded the plan (a rate higher than 100%), the year with the highest land acquisition rate in the province ever.

Urgently organize appraisal and advise the Provincial People's Committee to approve the Adjustment of Land Use Planning for the period 2021 - 2030, Land Use Plan for 2023 of 27/27 districts, towns and cities (in 2023, the earliest district approval is in June, the latest is in August; compared to 2022, the earliest district approval is in October, the latest is in December).

In 2023, the province auctioned 70.3 hectares of land, with a total winning bid of VND 4,486 billion. Appraisal of specific land price plans for 30 projects, with a total land use right value of VND 6,500 billion. Land use fee revenue in the province in 2023 reached VND 7,600 billion.

Strengthen the review of existing mineral mines and organize auctions of new mines to ensure the supply of construction materials for the construction of key projects, promote socio-economic development in the province, especially the North-South Expressway project, the section through Thanh Hoa province. During the year, auctions were held for 47 mineral mines, with a total winning bid of nearly 200 billion VND (no mines were auctioned in 2022), of which many mines were auctioned online, ensuring publicity, transparency, and compliance with the law.

Environmental protection work has achieved many positive results, no hot spots of environmental pollution have arisen in the province, especially the rate of collected and treated domestic solid waste has reached the highest level ever, reaching 91.8% (exceeding 1.8% compared to the assigned plan and exceeding the target of the Provincial Party Congress by 2025).

The time for appraisal and approval of environmental impact assessment reports has been shortened by 30% or more compared to regulations (regulation of 50 days, shortened to no more than 35 days).

Speaking at the Conference, Mr. Le Duc Giang, Vice Chairman of the Provincial People's Committee said: 2024 is the 4th year of implementing the 5-year plan 2021 - 2025, a year of important significance, creating momentum for a breakthrough to achieve the goals set out in the Resolution of the 19th Provincial Party Congress. According to forecasts, the world situation continues to evolve rapidly, complicatedly, and unpredictably in terms of politics, security, economy, and society. Climate change, natural disasters, and the decline of natural ecosystems are becoming urgent. Countries are increasingly interested in promoting green growth and reducing emissions. Strict environmental and emission standards will be barriers to Vietnamese goods and products when participating in the global supply chain and penetrating the markets of developed countries, raising the issue of strengthening environmental protection, promoting green transformation, digital transformation, and promoting natural resources and the environment for a sustainable future.

In that context, the Natural Resources and Environment sector must continue to focus on 2024 as the year of "Solidarity - Discipline, Proactiveness - Flexibility, Timeliness - Efficiency, Development - Breakthrough"

2024 is a pivotal year, of special significance in successfully implementing the tasks of the entire term according to the Resolution of the 19th Provincial Party Congress and the 5-year Socio-Economic Development Plan 2021-2025 of the province. The profound comments and directions of the Vice Chairman of the Provincial People's Committee are important orientations for the whole Industry to organize and implement the plan for 2024 and the following years.

To effectively organize the implementation, Thanh Hoa Department of Natural Resources and Environment has identified key tasks such as:

Firstly, continue to study, thoroughly grasp and seriously and effectively implement the Party's guidelines and policies, the State's policies and laws related to natural resources and environment; closely follow developments, regularly inspect and evaluate to flexibly and promptly handle arising difficulties and problems, ensuring the completion and good completion of assigned tasks.

Second, urgently issue an Action Plan and focus on synchronously, drastically and effectively implementing the assigned tasks in the 2024 Work Program of the Provincial Party Standing Committee, the Provincial People's Committee, the Action Plan to implement the Resolution of the Government, the Resolution of the Provincial Party Committee, the Provincial People's Council on the tasks of socio-economic development, national defense and security in 2024, contributing to the whole province successfully implementing the set goals and tasks.

Third, continue to focus on and coordinate to effectively resolve difficulties, obstacles and shortcomings for the People's Committees of districts, towns and cities; focusing on removing bottlenecks in institutions, mechanisms and policies for development, issues related to land, site clearance, land use fees, progress of industrial park and industrial cluster projects, disbursement of public investment capital, etc.

Fourth, continue to promote administrative reform, review and simplify administrative procedures, promptly resolve difficulties and obstacles for organizations, businesses and citizens; minimize time and costs involved in implementing administrative procedures, contributing to creating an open and attractive investment environment.

Fifth, strengthen discipline, improve the effectiveness and efficiency of direction, management and compliance, and enhance the responsibility of leaders in implementing tasks. Strengthen the work of preventing and combating corruption and negativity; rectify the situation of avoiding and shirking responsibility and protect cadres who dare to think, dare to do, and dare to take responsibility. Timely encourage and reward collectives and individuals with outstanding achievements; strictly handle cases that cause difficulties and troubles in performing public duties.
