On November 10, 2003, the Chairman of the Provincial People's Committee issued Decision No. 87/QD-UB to establish the Department of Natural Resources and Environment (DONRE). Under the leadership of the Provincial Party Committee, People's Council, Provincial People's Committee, Ministry of Natural Resources and Environment, with the coordination and support of all levels, sectors and units, throughout the 20-year journey of development and integration, the DONRE has united, strived, overcome all difficulties, achieved many results, and made positive contributions to the socio-economic development of the province.
Immediately after its establishment, on the basis of inheriting and promoting the long tradition of state management in the predecessor fields such as land, minerals, environment, hydrometeorology, the Department of Natural Resources and Environment quickly completed its organizational structure; consolidated and developed the foundation of multi-sectoral and multi-field state management.
At the same time, focus on advising the Provincial Party Committee, People's Council, and Provincial People's Committee to issue many important policies and laws on natural resources and environment, especially in implementing Resolution No. 26-NQ/TW of the Party Central Committee on land, Land Law 2003, Law on Environmental Protection 2005, Law on Amendment of a number of articles of the Law on Minerals, creating a legal corridor for resource management and environmental protection; perfecting the rights and obligations of land users and citizens.
In particular, the unit is interested in implementing Resolution No. 02-NQ/TW of the Politburo on strategic orientation of minerals and mineral exploitation industry to 2020, vision to 2030, the 2010 Mineral Law and related documents, contributing to liberating resources for development.
Environmental protection work is focused on in association with socio-economic development. When the Law on Environmental Protection 2020 took effect, the Department advised the Provincial People's Committee to deploy and organize implementation on a province-wide scale; promulgate many regulations to promptly handle shortcomings in environmental management and protection, aiming at the highest goal of transforming the growth model and protecting people's health.
Identifying that environmental protection needs to shift from passive response and remediation to proactive prevention, control, and restoration of the environment and ecosystems, since 2020, the unit has advised the Provincial People's Committee to report to the Provincial People's Committee Party Committee to submit to the Provincial Party Committee Standing Committee to issue Directive No. 17-CT/TU on mobilizing the entire population to focus on collecting and thoroughly treating waste released into the environment.
Implementing the direction of the Provincial Party Standing Committee, the Department of Natural Resources and Environment advised the Provincial People's Committee to report to the Provincial People's Committee Party Committee to submit to the Provincial Party Standing Committee to issue Directive No. 19-CT/TU dated June 11, 2020 on strengthening inspection and examination to handle violations in land management and use, gradually bringing land management and use into order.
Digital transformation is promoted on the basis of digital resources, geographic information databases, land data, remote sensing data, etc., towards the development of the digital economy of the natural resources and environment sector. Institutional reform, organizational consolidation, reduction of intermediaries, processization of administrative procedures and modernization of the administrative system are implemented synchronously with management and operation in the electronic environment, creating convenience for people and businesses.
Identifying the human factor as the decisive factor for development, throughout the process of construction and growth, the unit has always paid attention to training and fostering human resources, building a team of responsible, professional, courageous, innovative thinking and long-term vision cadres and civil servants. The unit's efforts have been recognized by independent organizations and the people. The satisfaction rate for public services on land and environment is increasing. The component indicator "Access to land" in the Provincial Competitiveness Index (PCI) system in 2021, chaired by the Department of Natural Resources and Environment, increased by 14 places compared to 2020. In 2022, Bac Giang broke through to the 2nd position out of 63 provinces and cities in terms of PCI index ranking, in which the component indicator "Access to land" continued to be recorded with a high score.
With its efforts and significant contributions to the development of the province, the Department of Natural Resources and Environment was honored to receive noble awards from the Government, the Ministry of Natural Resources and Environment, and the Provincial People's Committee such as: Labor Medal in 2013, Emulation Flag of the Government in 2015, Emulation Flag of the Provincial People's Committee in 2018, Emulation Flag of the Ministry of Natural Resources and Environment in 2022, Certificate of Merit from the Prime Minister....
Mr. Bui Quang Huy, Director of the Department of Natural Resources and Environment, said that the 20-year journey of construction and development of the Department of Natural Resources and Environment of Hoa Binh province has left important marks and achievements, meeting the increasingly high requirements of the Provincial Party Committee, People's Council and People's Committee. To promote the achieved results and continue to excellently complete the assigned tasks in the coming time, the Department of Natural Resources and Environment continues to promote propaganda and dissemination of the Party's guidelines and policies, the State's laws and policies to civil servants, public employees and workers. Promote the study and follow of Ho Chi Minh's ideology, morality and lifestyle, promote the exemplary role of cadres and party members, especially in leadership and management positions. Promote the application of information technology in management and operation; strengthen administrative reform, implement the modern one-stop, one-stop mechanism...
In addition, do a good job of appraisal, improve the quality of planning documents, land use plans; land allocation, land lease, land use right certificates; regulations, projects on natural resources and mineral management... Advise the Provincial People's Committee and guide the District People's Committee to continue to prioritize funding for environmental protection, waste collection and treatment. Strengthen inspection and examination of the implementation of laws on natural resources and environment; focus on post-inspection of land, environment, and mineral fields for projects after they have been licensed and approved for implementation.
Along with that, the collective leadership, cadres, civil servants, public employees, and workers of the Bac Giang Natural Resources and Environment sector strive to cultivate revolutionary ethics and professional capacity, ensuring to meet the requirements and tasks in the new situation, contributing to building the homeland of Bac Giang increasingly rich and strong, becoming the leading province in the midland and mountainous region of the North by 2030.
