On the afternoon of December 9, in Ha Long City, the Department of Foreign Affairs of Quang Ninh Province (Vietnam) had a working session with the delegation of Fangchenggang City (Guangxi, China) led by Mr. Tran Quang Quynh, Member of the Standing Committee of the City Party Committee, Deputy Mayor of the People's Government of Fangchenggang City, on preparations for the regular conference between the two sides. Receiving and working with the delegation were comrade Ho Van Vinh, Director of the Department of Foreign Affairs and related departments, branches and localities.
Mr. Tran Quang Quynh, Member of the Standing Committee of the City Party Committee, Deputy Mayor of the People's Government of Fangchenggang City, emphasized that the relationship between China and Vietnam is on a good development path, which is an important foundation for Fangchenggang City and Quang Ninh Province to strengthen cooperation and exchange in all fields, bringing about many practical results.
Regarding the implementation of the agreement on establishing a regular conference mechanism signed between the People's Committee of Quang Ninh province (Vietnam) and the People's Government of Fangchenggang city (Guangxi, China) from February 2022, Mr. Tran Quang Quynh requested the Department of Foreign Affairs to advise on the early implementation of the conference.
Mr. Tran Quang Quynh also suggested that the two sides continue to promote cooperation in search and rescue work; infrastructure for transportation, border gates, railways and the construction of Bac Luan III Bridge; high-quality vocational training; signing cooperation agreements on cross-border economic zones and other areas of strength for both sides.
Speaking at the meeting, Mr. Ho Van Vinh, Director of the Department of Foreign Affairs, emphasized that in 2024, despite being heavily affected by storm No. 3, Quang Ninh has united and made efforts to overcome the damage, restore production, business, and social life. Thanks to that, the total export turnover of enterprises in the province is estimated at 3,539 million USD; the total number of tourists to Quang Ninh is estimated at 19 million, of which international tourists are estimated at 3.5 million with the largest proportion coming from the Chinese market.
He affirmed that in recent times, Quang Ninh province and Fangchenggang city have had many practical and effective cooperation contents to consolidate and foster the traditional friendly cooperation relationship between Quang Ninh - Guangxi in general and Quang Ninh - Fangchenggang in particular.
In order to continue to effectively implement cooperation contents, in the coming time, he suggested that Fangchenggang City coordinate with the functional agencies and localities of the province to maintain delegation exchanges, work and contact at all levels, exchange letters and telegrams, promptly exchange opinions on important issues, promote substantive and effective cooperation; effectively cooperate in the fields of trade, tourism, transportation, cross-border labor management, border management; accelerate the construction of smart border gates along the border; report to the competent authorities of the two countries on the construction of the cross-border project - Bac Luan III Bridge and open the Bac Luan III Bridge customs clearance at the Mong Cai - Dong Hung international border gate pair; study the Mong Cai - Ha Long - Hai Phong standard gauge railway line and select the location to open the Mong Cai - Dong Hung international railway border gate; operate tourism activities between Quang Ninh and Guangxi through the Hoanh Mo - Dong Trung Border Gate; Coordinate to organize field surveys, hold talks, and complete reports for the competent authorities of both sides to review and approve before implementing the construction of border works on the basis of strictly complying with the provisions of the three legal documents on the Vietnam-China land border.
At the meeting, the two sides also discussed a number of contents such as: Signing a memorandum of understanding on cooperation between the People's Committee of Ha Long City and the People's Government of Fangchenggang City within the framework of the 2025 Spring Meeting, cooperation in search and rescue; cooperation between economic zones, cooperation in building cross-border economic cooperation zones; linking vocational skills training between schools of the two sides; participating in the forum on technology transfer and innovation of China - ASEAN cooperation 2025; opening priority lanes for tourists at the border gate; exchanging tourism development...
