On December 18, Quang Ninh Provincial Police and Vietnam National Coal - Mineral Industries Group held a preliminary review of 4 years of implementing the Coordination Regulation No. 6383/QCPH-CAQN-TKV, dated September 19, 2020 between the two units on internal security protection, economic security, order, and safety of agencies and enterprises. Attending and directing the conference were comrade Ngo Hoang Ngan, Party Secretary, Chairman of the Board of Members of Vietnam National Coal - Mineral Industries Group. Comrade Vu Anh Tuan, General Director of Vietnam National Coal - Mineral Industries Group and Colonel Tran Van Phuc, Party Secretary, Director of the Provincial Police, co-chaired the conference.
During the 4 years of implementing the Coordination Regulation No. 6383/QCPH-CAQN-TKV, the coordination work to protect internal security, order and safety of agencies and enterprises between the Provincial Police and TKV continued to be well implemented, creating continuous cohesion, contributing to ensuring security and order, creating favorable conditions for production and business activities of TKV member units. The police of units and localities have advised on timely overcoming loopholes, shortcomings and inadequacies in management work, doing a good job of internal security, protecting assets in TKV member units; preventing, fighting and effectively stopping illegal coal mining, transportation and consumption. At the same time, coordinating to advise, propose and report to the Provincial Party Committee and Provincial People's Committee to remove difficulties in coal production and business activities, contributing to the economic growth of Quang Ninh province.
Speaking at the conference, Comrade Ngo Hoang Ngan, Chairman of the Board of Members of the Vietnam National Coal - Mineral Industries Group, emphasized that the coordination between the Provincial Police and TKV Group has significantly contributed to TKV completing its assigned plans and tasks, protecting assets and resources, ensuring security and order, stabilizing and developing production, ensuring jobs and lives of workers and contributing to the socio-economic development of Quang Ninh province. The assessment and summary of the Coordination Regulation No. 6383 is extremely necessary. He hoped that the two sides would continue to inherit and promote the achieved results, further improve the effectiveness of coordination, especially in the management and protection of coal resources, mines, and mine boundaries, for the common goal of completing the production and business plan targets and tasks of TKV and the Quang Ninh Provincial Police.
At the conference, delegates focused on clarifying the existing problems, limitations, difficulties and causes of the existing problems and limitations, drawing lessons and proposing solutions to further improve the effectiveness of coordination work in the coming time.
In the coming time, the situation in the country, region and the world will continue to have many complex and unpredictable developments. In order to maintain and effectively implement the Coordination Regulations, strive to reduce the number of cases and violators that must be handled according to the law every year, the Quang Ninh Provincial Police and TKV continue to agree to perform well a number of tasks such as: Directing affiliated units to closely follow the content of the Coordination Regulations and the direction of inter-sectoral leaders; immediately overcome limitations; proactively coordinate and exchange information and situations related to the implementation of the content of the Coordination Regulations, especially difficulties and problems in security and order, security protection, mine safety, mine boundaries, production and business activities to create a stable and safe environment, serving well the production and business activities of TKV. Maintain and improve the effectiveness of coordination between the police force, local authorities and TKV member units. Strengthen monthly coordination and information exchange to prevent violations in management work.
Regularly exchange two-way information between Quang Ninh Provincial Police and TKV to promptly forecast and warn of possible risks of insecurity and order; coordinate monthly patrols, control, and protection of resources, mining sites, and mine boundaries; promptly detect and prevent illegal coal mining; at the same time, promote propaganda work for employees and people to comply with the Party's policies, legal regulations on mineral resources and environment management and other legal regulations; actively participate in detecting and denouncing crimes and violations of the law...
At the conference, the Organizing Committee awarded Certificates of Merit from the Provincial Police Director and Certificates of Merit from the General Director of TKV to collectives and individuals with outstanding achievements in implementing Coordination Regulation No. 6383 between Quang Ninh Provincial Police and TKV.
