Department of Transport recommends not to streamline staff in 2025

However, the actual number of employees currently is 51 civil servants and 4 public employees; 5 civil servants and 2 public employees have not been used compared to the assigned payroll due to lack of recruitment. By September 2024, the department will have 2 more civil servants retiring according to regulations.

Performing the functions, tasks, powers and organizational structure in Decision No. 08, dated January 28, 2022 of the Provincial People's Committee and the tasks assigned by the Ministry of Transport, the Department of Transport of Quang Nam currently has 4 leaders (including 1 Director and 3 Deputy Directors); 5 departments, professional units; 2 autonomous public service units.

Currently, the industry has 2 units that are being merged with the Department of Transport Inspectorate, which are the Vehicle Load Inspection Team since 2014 (currently using 5 labor contracts) and the Inland Waterway Port Management Team (assigned 6 civil servants, 4 of whom have been employed).

Regarding the streamlining of staff in the period of 2025 - 2026, Director of the Department of Transport - Mr. Van Anh Tuan said that the industry has reported the content of streamlining staff in Official Dispatch No. 2641, dated July 18, 2024 on the proposal of the roadmap for streamlining staff in the period of 2025 - 2026.

Previously, at the meeting with the Chairman of the Provincial People's Committee on November 11, 2022 and concluded in Notice No. 457, dated December 13, 2022 of the Provincial People's Committee, there was the content: "The Provincial People's Committee acknowledges and will pay attention to the staffing for the Department of Transport when the provincial staffing fund is balanced, because the tasks of the department increase every year". Due to the increased workload, civil servants in all specialized departments, offices, and the Inspectorate of the Department of Transport must work overtime regularly, including at night, on Saturdays and Sundays, to basically meet the required progress.

At a recent working session of the Provincial People's Committee Chairman Le Van Dung, the sector proposed that the competent authority consider not streamlining the Department of Transport's staff in the period of 2025 - 2026. After 2026, the sector needs to be supplemented with additional civil servants to perform tasks assigned by the Ministry of Transport (assigned the responsibility of state management in the field of vehicle inspection...).
