On November 19, while attending the G20 Summit in Rio de Janeiro, Brazil, Russian Foreign Minister Sergei Lavrov declared that Moscow will do everything possible to avoid nuclear war.

According to Reuters , the Russian Foreign Minister said that nuclear weapons are only intended to restrain aggression and prevent any nuclear war, and affirmed that Moscow wants a world without nuclear weapons.

Regarding the new nuclear doctrine, Kremlin spokesman Dmitry Peskov explained that the amendments to the doctrine were made in connection with the current situation and the document leaves open the possibility of a nuclear response if Ukraine uses Western missiles to attack Russia.

Regarding the US reaction, on the same day, a spokesman for the White House National Security Council said that Washington was not surprised by Moscow's change in nuclear doctrine because Russia had signaled its intention to update this doctrine for many weeks.

Reuters reported that in a statement, the spokesman also affirmed: "Given that there has been no change to Russia's nuclear posture, we see no reason to adjust our posture or nuclear doctrine in response to Russia's statements today."

The White House statement also cited Moscow's use of North Korean troops in Ukraine, calling it a significant escalation.

Also on November 19, Anadolu news agency reported that Turkish President Recep Tayyip Erdogan called on the North Atlantic Treaty Organization (NATO) to think about Russia's revision of its nuclear doctrine.

“I think this Russian position is primarily a measure taken to counter the actions against them… This step by Moscow needs to be considered by NATO officials,” Erdogan said.

According to the Turkish leader, Russia has enough forces and means to defend itself and NATO member countries also need to think about their defense capabilities.

Noting that Russia and Ukraine are Türkiye's neighbors and Ankara must care about its relations with both countries, Erdogan expressed hope that a ceasefire and peace can be achieved as soon as possible.

Earlier on November 19, President Putin signed a decree approving the new nuclear doctrine, which states that Moscow will consider any attack by a non-nuclear state, but with the participation or support of a nuclear state, to be considered a joint attack by them on the Russian Federation.

Moscow also reserves the right to consider a nuclear response to a conventional weapons attack that violates Russia's sovereignty, a large-scale launch of enemy aircraft, missiles and drones targeting the country's territory, or their crossing of the Russian border and attacking the ally Belarus.

ATACMS ballistic missiles, approved by US leaders for transfer to Ukraine, belong to this category of weapons. Washington recently lifted restrictions that prevented Kiev from launching long-range strikes deep into Russian territory. Moscow sees this as direct US involvement in the conflict.
