The workshop was attended by representatives of relevant departments, branches and OCOP entities in the province. Comrade Hoang Nghia Nhac - Deputy Director of the Department of Science and Technology chaired the workshop.
Nghe An is one of the localities that strongly develop OCOP products. After more than 5 years of implementing the program "One Commune One Product" (OCOP), it has become a widespread movement in the whole province. From 2019 to now, the whole province has 567 OCOP products, of which: 37 products have achieved 4-star rating; 529 products have achieved 3-star rating and 1 product has achieved 5-star rating.
Through the program, many good models, effective and creative ways of doing things have emerged, contributing to increasing the quantity, variety and quality of agricultural products in the province, increasing the value of products. Thereby, contributing to the economic restructuring, improving people's income and living standards, and effectively implementing the criteria group "Economy and production organization" in the National Criteria Set for New Rural Communes.
According to the project "One Commune One Product in Nghe An Province for the period 2023 - 2025", Nghe An strives to have at least 650 OCOP products recognized as 3 stars or higher, of which at least 10% of products are 4 stars; at least 5 products are 5 stars. Consolidate and upgrade at least 30% of OCOP products that have been evaluated and classified; prioritize the development of OCOP products associated with product brands. Prioritize the development of cooperatives and small and medium enterprises, strive to have at least 35% of OCOP subjects being cooperatives, 30% of OCOP subjects being small and medium enterprises.
At least 10% of OCOP entities build a value chain in the direction of circular economy, green OCOP associated with stable raw material areas; in which priority is given to OCOP products that have been evaluated and classified. At least 5% of traditional craft villages have OCOP products, contributing to the preservation and development of traditional craft villages.
However, the majority of OCOP products and the number of communes meeting new rural, advanced new rural and model standards are concentrated in lowland districts and cities; There is a lack of harmony between the quality and quantity of products; it is not possible to identify key products to build them into large products of the province; the consumption of products still faces many difficulties and limitations...
To quantify the effectiveness and contribution of star-rated OCOP products and propose useful solutions, the research team of Nghe An Center for Social Sciences and Humanities proposed to carry out the task: "Investigate and evaluate the effectiveness of star-rated OCOP products recognized from 2019 - 2022 in Nghe An province and propose solutions".
Accordingly, the task focuses on researching and evaluating the following contents: Current status of production, consumption and development of star-rated OCOP products (3 stars or higher) in Nghe An province from 2019 to 2022; Survey and evaluate the effectiveness of star-rated OCOP products (3 stars or higher) recognized from 2019 - 2022 in Nghe An province; Propose solutions to maintain and enhance the value of star-rated OCOP products in the province in the coming time.
At the workshop, delegates gave their comments on the group's investigation and research task outline. Accordingly, focusing on the following groups of issues: Specifying quantitative criteria; Adding survey subjects to the questionnaire; Investigating and analyzing why products that have been assigned stars are downgraded; Building OCOP products into tourism goods; Applying digital technology to state management of OCOP products; Evaluating the effectiveness of booths displaying and introducing OCOP products...
On behalf of the investigation team, the chairman of the conference received comments from the participating delegates. He requested that the research team use the comments to adjust, supplement, and improve to carry out the task as closely as possible to reality.
Thereby, there are the most specific and accurate assessments, from which, effective solutions are proposed, contributing to increasing the value of OCOP products recognized as achieving star ratings in the province in the coming time.
