Disbursement is among the slowest
According to the report of the People's Committee of Nui Thanh district, by August 20, the total disbursed local capital was 110 billion VND, reaching 25.59% of the capital plan.
The total undisbursed capital is up to 320 billion VND. Of which, the 2024 capital plan has not disbursed more than 170.7 billion VND and the 2023 capital plan has been extended, and the undisbursed source has been transferred more than 149.4 billion VND.
According to Chairman of the Provincial People's Committee Le Van Dung, Nui Thanh is currently ranked among the localities with the lowest disbursement rate of public investment capital in the province. If Nui Thanh does not do well, there is a risk of losing allocated capital.
“The province has established 5 working groups to inspect, urge, remove difficulties and obstacles, promote disbursement of public investment capital and the 2024 socio-economic recovery and development program, and will soon inspect and work in many localities.
If this district cannot complete the work, it will be transferred to another district, from a place with surplus capital to a place in need of capital. In implementing investment procedures, Nui Thanh is still behind on many projects. Whatever can be done and done quickly must be implemented early, urging the construction progress" - Mr. Le Van Dung said.
Explaining the reason, Mr. Le Van Sinh - Chairman of Nui Thanh District People's Committee said that Decree No. 24/2024/ND-CP on guiding the Law on Bidding was slow to be issued, causing the approval and approval of adjustments to the contractor selection plan to be very limited in the first months of 2024, affecting the overall disbursement progress.
The high price of construction materials and the shortage of land for some projects such as Tam Tien Bridge and access road project, Tam Anh Nam Resettlement Area Phase 4... have directly affected construction costs and slowed down the progress of project implementation.
Nui Thanh District People's Committee assessed that agencies, units, and investors have not been resolute in directing, operating, implementing investment procedures, implementing projects, and disbursing capital plans.
Confirming the origin of land is difficult due to the history of land management; compensation prices for houses, structures, crops, and livestock in some areas and locations are not close to reality; in some locations, people request investors to compensate too high compared to the general level.
In addition, the lack of focus and determination in the implementation process of the compensation and site clearance unit, professional agencies and localities also affected the progress of compensation and site clearance of the project.
Request for "pilot" to solve 5% land in Tam Anh Nam
The most notable point in the working session of the Working Group with the authorities of Nui Thanh district last weekend was that this locality requested to “pilot” a way to resolve the problem of public land (5% land) in Tam Anh Nam commune. This is a locality that has been facing a “bottleneck” in compensation and site clearance related to 5% land for a long time.
At the THACO Chu Lai Industrial Park Infrastructure Investment and Business Project (451ha), within the scope of the project, there are currently about 29ha of agricultural land that is public land. However, in this land, there are many areas that local people have used stably and long-term, so resolving the rights of the people when clearing the land is difficult.
Mr. Tran Van Truong - Chairman of Tam Anh Nam Commune People's Committee said that nearly 50% of the commune's area is "involved" in site clearance with 1,200 hectares of 10 projects. The 5% land issue is not only related to the 451-hectare project. The commune has been reviewing since 2021 and has reported many times to the district and province.
The commune's viewpoint is to support the people. The commune has met many times with the political system, worked with the former cooperative directors, and proposed that the province recognize and compensate the people.
“We can consider a pilot project for Tam Anh Nam, but if we are going to pilot it, we have to do it quickly and concisely. The 5% land is set up by the commune, and we suggest that the commune also has the authority to remove it from the 5% land.
In addition, it is also necessary to consider whether it is necessary to leave 5% of public land according to the planning. Currently, Tam Anh Nam has almost all of its area planned for industrial parks or serving projects of the Open Economic Zone, so the ratio can be reduced to even 0% public land" - Mr. Truong proposed.
According to Mr. Nguyen Tri An - Secretary of Nui Thanh District Party Committee, the Standing Committee of the District Party Committee has continuously directed in accordance with the spirit of the province's direction, assigned standing committee members to stand at the forefront and focus on directing.
“The biggest difficulty is the institution. The district level cannot issue institutions, while we are still in the process of institutionalizing and perfecting them. Therefore, we suggest that the province issue early instructions, and that departments and branches work to unify viewpoints and remove difficulties for investors in compensation and site clearance,” said Mr. An.
More decisive and tough in disbursement
Agreeing with the proposal of the Tam Anh Nam commune government, according to Vice Chairman of the Provincial People's Committee Ho Quang Buu, for urgent projects in Nui Thanh area with 5% land problem, it is proposed to do a pilot project, the process is the dossier from the commune to submit to the higher levels according to regulations.
“The records must be in accordance with the commune, the commune must prove that the land belongs to the people, not relying on old records, from “map number...” that the land is 5%, if it depends on old records, it is too unreasonable. This will be a pilot for the Department of Natural Resources and Environment to present to the whole province” - Mr. Buu said.
Affirming the province's requirements and determination in disbursing public investment capital, Chairman of the Provincial People's Committee Le Van Dung requested the Nui Thanh district government to take strong and drastic measures. The province will transfer if it cannot disburse public investment capital.
“The direction of some key projects is not yet firm, not yet resolute, and not yet specific. Nui Thanh must learn from experience and focus on better implementation.
The Standing Committee of the District Party Committee must direct more resolutely, considering this an extremely necessary and important political task of the District Party Committee. If it is not completed, the Standing Committee as a whole will not be considered to have completed its task well.
For the District People's Committee, the Chairman and Vice Chairmen of the District People's Committee must direct each specific project, disbursement method, and closely direct the staff departments, with no one standing outside.
Each comrade in the Standing Committee must directly inspect, urge and remind the projects that have been assigned to him. If he assigns work for the sake of it and does not know where it is, he is not fulfilling his responsibility" - Chairman of the Provincial People's Committee Le Van Dung emphasized.
Regarding the proposal for 5% land, the Chairman of the Provincial People's Committee assigned Nui Thanh district to direct the commune to determine the origin of the land. The commune proposed that for the land that people are managing and using, the province should consider having a policy of adequate compensation for people according to regulations, and pilot the 451ha project.
Chairman of the Provincial People's Committee Le Van Dung noted that support for some cases of people who have actually lost their jobs due to the project implementation is not covered by current regulations. "Nui Thanh must propose to the Provincial People's Committee for consideration. If the district does not dare to do it, the province will do it, and will discuss to have a policy to support the people" - the Chairman of the Provincial People's Committee directed.
