The Government Office has just issued a notice of the conclusion of Deputy Prime Minister Tran Hong Ha on the development and promulgation of a decree regulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power.
Excess rooftop solar power can offset EVN
In the draft on self-produced and self-consumed rooftop solar power, the Ministry of Industry and Trade proposes that this solar power source is only consumed on-site, not sold to other organizations or individuals or transmitted to the national grid. Non-grid rooftop solar power will not be limited in development. In case of connection, it will not exceed the allocated capacity in the Power Plan VIII (2,600 MW).
The Government leader requested the Ministry of Industry and Trade to clarify the concept of self-production and self-consumption in the direction of producing basically for use. For excess electricity, if batteries are installed to store and store electricity, the Vietnam Electricity Group (EVN) will study and propose to buy electricity at a reasonable price, especially the price of electricity during peak hours.
The Deputy Prime Minister requested that in case there is no battery to store electricity, EVN will buy at the lowest price on the electricity market that EVN buys from other electricity sellers. The excess electricity that EVN buys back can be considered for compensation when people buy electricity from EVN.
In addition, the Deputy Prime Minister also requested the Ministry of Industry and Trade to study and calculate the electricity price with two components: The electricity price when there is no sun, during peak hours must be different from the electricity price when there is strong sunlight, or the price for cases with devices and batteries to store electricity must be different from cases without electricity storage.
At the same time, it is necessary to study the solution of using Zero Export (preventing transmission to the grid - PV) depending on each object and installed capacity of the rooftop solar power system but must ensure some principles...
Research on policies to support people to install solar power
The Deputy Prime Minister also requested that it is necessary to clearly demonstrate the incentive mechanism and support policies for those who invest in rooftop solar power for use, including the installation of power storage equipment. There should be a support plan for prices, taxes, interest rates, installation costs, etc.
The conclusion stated that the development of self-produced and self-consumed rooftop solar power will reduce the pressure on the state budget to invest in new power sources, so it is necessary to further study this policy. The Deputy Prime Minister said that people who install self-produced and self-consumed solar power systems will receive State support from this source to encourage and ensure long-term benefits.
