As reported by VTV about the incident where hundreds of parents "surrounded" Tay Mo 3 Primary School (Nam Tu Liem District, Hanoi ) due to inadequacies in the enrollment zoning, on the afternoon of August 23, the People's Committee of Nam Tu Liem District organized a meeting with parents to inform them about enrollment issues at Tay Mo 3 Primary School.

However, parents have not yet received an answer as to whether the 520 students will be accepted by Tay Mo 3 Primary School or not, and must continue to wait until August 27, making parents even more worried and frustrated because the new school year's opening day is near.

The leaders of the People's Committee of Nam Tu Liem District (Hanoi) said that they will try to accept all parents' wishes to arrange for their children to study in public schools in Tay Mo Ward and neighboring areas. However, the leaders of Nam Tu Liem District also "promised" that parents would have the most accurate answers for each specific case on August 27, many parents expressed their dissatisfaction.

Parents said they were not informed about the admission plan, how many students were allowed to go to Tay Mo 3 Primary School, how many students were allowed to go to Tay Mo Primary School, even though they asked many places, even the school, but neither the principal nor the teachers knew about the admission and transfer information.

From there, parents also raised questions about whether or not there was information concealment and requested clarification on the issue of transparency in enrollment:

“Tay Mo Primary School accepts enrollment for Tay Mo 3 but does not publicly announce enrollment information, does not accept outside applications, and at the same time, Tay Mo 1 Primary School itself refuses to enroll additional students. Why should we conduct an inspection of the 1,111 applications that have been transferred to Tay Mo 3, especially those with temporary residence but do not actually live in residential groups 7 to 12?”

“The regulations on school separation must be based on administrative geographical location, with priority given to preschool and primary school students. So why is the priority given to separating Tay Mo Primary School, which is located in Vinhomes Smart City urban area, and not Ly Nam De School, which is located far away?”

According to the explanation of the District People's Committee, Tay Mo 3 Primary School was established on July 4, a separate school from Tay Mo Primary School. Therefore, this school only recruits new grade 1 students (460 students), the rest accept students from grades 2 to 5 transferred from the old school. Students of Ly Nam De Primary School are not in this category. In addition, because of the orientation towards a high-quality model, the school wants to ensure the standard number of about 36 students per class, so with the 2 groups of students mentioned above, the school has met the quota.

This information has caused many parents to react, saying that it is unfair. Mr. Le Duc Cong, whose house is one street away from Tay Mo 3 Primary School, but whose two children are studying at Ly Nam De Primary School, 4-5km away from his house, said indignantly: “Why do our children still have to sit in a classroom with 50 to 60 students at Ly Nam De School, while other students still sit in 36, is that reasonable? We hope that if we do not have enough conditions to meet the material facilities, theeducation sector should allocate it reasonably so that all children can enjoy the same benefits.”

Vice Chairwoman of Nam Tu Liem District People's Committee Do Thi Thuy Ha took responsibility for the fact that many parents did not know about the enrollment information of Tay Mo 3 Primary School: "The responsibility of the Ward People's Committee is to inform the residential groups, so I will take responsibility for this problem. Because the information we have directed, but not thoroughly, there are still parents who do not know the information. This is the fault of the Tay Mo Ward People's Committee and the residential groups in the area."
