Impressive investment attraction
In the first 9 months of 2023, Nghe An ranked 6th in the country in attracting foreign investment capital, reaching 1.3 billion USD. This is considered a miracle of Nghe An in the context of general difficulties of the world and domestic economy, a recognition of the results of administrative reform, enhancing the prestige of the locality nationwide.
In previous years, to create a premise, Nghe An was determined to attract large infrastructure investors to “lay their nests”. These are VSIP, WHA, and Hoang Thinh Dat Groups. These infrastructure investors are more than anyone else experienced businesses, knowing who to “welcome”, who to “wait for”, and who to “choose the right person to entrust their land to”.
For example, VSIP Nghe An Industrial, Urban and Service Park, currently has 37 investors leasing land, with a total area of 227.4 hectares. There have been 32 projects licensed for investment (23 projects have come into operation; 4 projects are under construction, the remaining projects are completing procedures), with a total registered investment capital of 17,118 billion VND (equivalent to 743.6 million USD), with 18 foreign investors (FDI), with a total registered capital of 681.06 million USD.
Other industrial parks have also attracted impressive results, with projects worth up to 400 million USD, such as the monocrystalline silicon bar and semiconductor wafer production project of Runergy PV Technology Co., Ltd. (Thailand) in Hoang Mai I Industrial Park, Hoang Mai town.

To "Clear up and quick down"
More than ever, the competitiveness index at district, department and sector levels is being focused on and promoted as it is now. The announcement of the competitiveness index at district, department and sector levels... creates a great change in administrative reform, demonstrating the ability to manage and lead in the new context; is a motivation for units that have done well, and at the same time, is also a target for those units that have not had a good "feeling" from the people and businesses.
In recent years, when there was no report on the DDCI competitiveness, many localities have shown their superiority in attracting high investment such as Thai Hoa town, Hoang Mai town, Nghi Loc district and recently Do Luong district. The number of projects, infrastructure, and factories is clear, in which many district-level projects have been proactively attracted, showing the pioneering spirit of local leaders.
After announcing the 2022 local DDCI, the results showed: With a maximum score of 100, the 2022 Nghe An Local Competitiveness Index composite score is divided into groups.
Accordingly: The good group is the localities with a score of 80 points or more, including: Nghi Loc, Hoang Mai town, Tuong Duong, Que Phong and Ky Son. The fair group is the localities with a score of 70 to under 80 points, including: Con Cuong, Tan Ky, Do Luong, Cua Lo town, Thai Hoa town, Thanh Chuong, Vinh city, Nam Dan, Quynh Luu, Nghia Dan, Anh Son, Dien Chau, Yen Thanh and Quy Hop. The average group is Quy Chau with 68.68 points and Hung Nguyen with 67.64 points.
The average score of DDCI Nghe An in 2022 for the local block is 76.63 (good score).
From the perspective of local DDCI, Nghi Loc, Cua Lo Town and Hoang Mai Town are the three localities with higher administrative procedure time cost scores than the remaining localities. Districts that have not solved the problem of administrative procedure time well have poor DDCI results. This shows the importance of administrative procedure time today.
Regarding unofficial costs, Tuong Duong, Hoang Mai Town, Que Phong, and Do Luong were rated as top-scoring. In terms of sectors, by group: Department of Agriculture and Department of Information and Communications topped the list.

Budget revenue in Do Luong district in the first 9 months of the year reached 718.6 billion VND, the rate of public investment disbursement in the first 9 months of the year reached 71.8%. Discussing solutions to improve competitiveness in Do Luong district, Chairman of the District People's Committee Hoang Van Hiep said: If the results of digitizing records and documents in the first quarter of 2023 in Do Luong only reached 31.8%, then by the end of August 2023 it had reached 51.5% (ranked 3rd in the province after Vinh City 60.9% and Thanh Chuong district 57.1%). To achieve that result, the People's Committee of Do Luong district issued Plan No. 198/KH-UBND dated November 23, 2022 of the People's Committee of Do Luong district on digital transformation in Do Luong district by 2025 and continued to implement the roadmap of the plan; establish and maintain the operation of the Community Digital Technology Team to support digital transformation work. The district coordinates with telecommunications units (VNPT, Viettel...) to review and build BTS stations to cover 100% of households in the area, ensuring communication for people and carrying out digital transformation.
In addition, continue to invest in facilities and equipment (high-speed computers, scanners, high-speed Internet connections, etc.) for officials, civil servants and employees at the District People's Committee, its affiliated units and People's Committees of communes and towns to ensure the implementation of professional tasks, especially at the One-Stop Department of the district and communes and towns.
Do Luong district also digitized the records of receiving and processing administrative procedures and effectively deployed online public services and electronic one-stop systems. To date, 100% of official documents and papers exchanged between state administrative agencies are done in electronic form.
In Que Phong district, a mountainous district, despite many difficulties, it now has top results in the DDCI index in 2022.
It is known that the district focuses on planning, publicizing land use planning, regional construction planning, urban planning, rural planning system; in which, the commune plans Tien Phong Industrial Cluster, planning land use purposes for areas with potential and business advantages to create land funds to call for and attract investment. The district also promotes administrative reform in many fields, with the highest political determination; continues to improve the investment environment associated with promoting administrative procedure reform, creating the best conditions to support businesses when implementing investment projects in the district; creates a favorable business environment for businesses, cooperatives, farm economy and household economy to develop.
Mr. Duong Hoang Vu - Chairman of Que Phong District People's Committee said: Que Phong District Party Committee sets the goal of rapid and sustainable socio-economic development, associated with economic restructuring towards reducing the proportion of agriculture and increasing the proportion of industry, construction and services.
In the development direction, the overall solutions must take advantage of and promote the effectiveness of the mutual relationship between infrastructure development investment and investment attraction; the district identifies strategic breakthroughs in the 2021-2030 period as focusing on developing a synchronous socio-economic infrastructure system, in which priority is given to developing transport infrastructure, tourist areas, border trade infrastructure and information technology - communication application infrastructure, creating conditions for people and businesses to easily and equally access development opportunities.
There are limitations
The DDCI 2022 report clearly shows that the dependence on officials and civil servants to access information and services over the years may have led to production and business establishments lacking the habit of proactively seeking and grasping information. This causes overload of work for officials and civil servants, creating opportunities for inconvenience, harassment, and bribery. Meanwhile, the publication and disclosure of information on local electronic information portals is still limited. Some local and information sector websites are still simple, leaving many sections blank, and lacking regular updates.

In general, localities have basically completed the task of providing information, but no locality has really stood out and had strategic solutions in promoting information transparency.
The consulting agency recommends that, to improve the information transparency index, localities need to promote the provision of online public services at levels 3 and 4, in the electronic environment, publicly posting, easy to read, and updating administrative procedures.
Another limitation in the survey is that there are still delays in implementing decisions and policies of the Provincial People's Committee and the Central level (27.49% of opinions). Notably, these phenomena are concentrated in a number of departments and branches such as: Department of Natural Resources and Environment, Department of Industry and Trade, Taxation...
Some opinions say that there are still many problems with the legal system and regulations. The support for production and business in Nghe An is also not sustainable, so departments, branches and sectors need to have effective solutions to work together with the Provincial People's Committee to improve this index day by day.
Assessing the business prospects from DDCI Nghe An, the consulting unit said that the local DDCI survey paid much attention to business households, because this is the economic sector that contributes to the added value, production and business in districts, cities and towns. These are also the people who have been directly carrying out administrative procedures and using public services. Therefore, the assessment results are considered objective and reliable.

This is the first time Nghe An has announced the local DDCI and departments and branches. Although there are still limitations, the score is quite high compared to some provinces. In addition, it shows that people, businesses, and cooperatives have paid attention and learned about and contributed ideas to State management solutions. The 2022 indexes will motivate units to perform better, enhance local prestige, and promote book transfer in the coming time.
The average DDCI score of Nghe An's departments and sectors in 2022 is 78.34/100 points, which is considered a good score. The average score of Nghe An's DDCI in districts and cities in 2022 is 76.63 (a good score).
DCCI is an assessment channel for enterprises, cooperatives, and business households about the business environment and management capacity of localities and sectors.
