Nguyen Chanh Street, the section passing through Thanh Binh Quarter, is about 400m long with an asphalt road surface of more than 20m wide. On both sides of the road are the Provincial Boarding High School for Ethnic Minorities and the Provincial Sports Training and Competition Center. Because the grass and garbage have not been cleared and cleaned for a long time, they have been taken advantage of by criminals to illegally dump all kinds of garbage, from household waste, construction waste to grass and debris in increasing quantities, encroaching on the entire corridor on both sides of the road.

Along with the waste, this route has a construction material store in operation, but due to not being thoroughly treated, the amount of sand and dust spilling onto the road is unsightly and pollutes the surrounding environment.

Mr. Pham Hoang Anh, whose house is close to the road, said: Due to the amount of garbage, grass, and bushes on both sides of the road that have not been cleaned for a long time, people take advantage of this situation to illegally dump garbage, especially construction waste brought from other places, which is increasing. My family also regularly cleans, clears, and sprays weeds, but it is not enough because the road is long and the amount of grass, grass, garbage, and debris is too large.
